Proposal to clarify UN R129. 1. Requirements for car manufacturers (Regulation No. 16, Annex 17, Appendix 1, which allows a certain zone) are NOT compatible with requirements for Child Restraint System (CRS) manufacturers (Regulation No. 129, paragraph 6.1.3.4., asks for a different zone). The adult belt is supposed to run over the angle between adult thighs (that are more “fat” and the adult pelvis (that has a bigger depth). Therefore the required zone for the Child Restraint Systems has been adapted such that the routing of the adult belt over the child restraint has to closer to the intended use and design of the adult belt.

The proposed amendment does not intend to change the requirements nor the level of stringency. The footnote to paragraph 3.2.2. is added to further clarify the definition of the use of a one belt route. In its current state, the text apparently has been interpreted as to allow the use of a single belt route for each application that an Enhanced Child Restraint System (ECRS) would offer. That way, one belt route for a rearward facing ECRS (integral) and a second belt route for a forward facing (non- integral) ECRS has been introduced, making a combination of C and E.

The text prepared by the Ad Hoc Group on CRS, aiming to introduce definitions, requirements and a test procedure for lower tether anchorages.

Explanations and clarifications concerning the “one belt route” provisions.

Proposal to correct an inconsistency in para. 6.3.8.1. by replacing the provision to apply a force of 2,500 N ± 50 N to each generic lower tether bracket with a force of 5,000 ± 100 N.

Presentation on creation of ISOFIX. There is interest from several specialists on Child Restraint Safety, CRS manufacturers and Consumer Organisations to add a 3rd fixed point.

Question remains, what if the ECRS is permanently or temporarily connected, on what basis can compliance with (the technical provisions of) UN R10 be required ?

Proposal to amend UN R129 concerning Enhanced Child Restraint Systems. Modifications include: adjusting shoulder height dimensions in Annex 18 table 1 to align with anthropometric data for children from 40-70 cm; permitting one additional insert layer for infants below 50 cm; establishing minimum stature of 35 cm; and adding transitional provisions regarding type-approval acceptance timelines from September 2028-2029. Changes address fit concerns for premature newborns and small children.
