Proposal to remove the prohibition on use the Unique Identifier per the WP.29 decision to change the default application of the UI from a requirement (requiring prohibition in cases where UI does not apply) to a permission (requiring an affirmative statement that UI may be used under a Regulation).
25. The expert from the Kingdom of the Netherlands introduced ECE/TRANS/WP.29/GRSP/2025/4 with a proposal to extend the definition of a module, which had already been discussed in the previous session based on an informal document (see paragraph 29 of ECE/TRANS/WP.29/GRSP/76).
26. Taking also into account the previous discussion and adoption in principle of informal documents GRSP-77-09, GRSP-77-10, GRSP-77-11 and GRSP-77-12 under agenda item 24 (b) (see paragraph 48), GRSP adopted informal document GRSP-77-12 together with ECE/TRANS/WP.29/GRSP/2025/4 (as reproduced in annex V to the session report) and requested the secretariat to submit them as a proposal for supplement 3 to the 04 series of amendments to UN Regulation No. 129 to the November 2025 sessions of WP.29 and AC.1.
48. The International Whole Vehicle Type Approval (IWVTA) Chair informed GRSP that following the adoption by AC.1 of an amendment to Schedule 5 of the 1958 Agreement during its March 2025 session, IWG IWVTA had prepared amendments to delete the Unique Identifier (UI) descriptions from UN Regulations Nos. 16 (informal documents GRSP-77-03, GRSP-77-04 and GRSP-77-05), 22 (informal documents GRSP-77-06 and GRSP-77-07), 44 (informal document GRSP-77-08) and 129 (informal documents GRSP-77-09, GRSP-77-10, GRSP-77-11 and GRSP-77-12). He suggested that it would be desirable to implement these amendments in conjunction with other revisions at an appropriate time. The expert from the Kingdom of the Netherlands supported the amendments and reiterated the suggestion to wait until other amendments were needed for each of the affected regulations in order to group them with these amendments and avoid a proliferation of supplements. GRSP adopted all ten informal documents in principle and agreed to wait to convert them into working documents until other amendments to the concerned UN Regulations were needed.
77. Under agenda item 4.9.10, the secretariat informed WP.29 that the title of ECE/TRANS/WP.29/2025/129 contained an error and should read “Proposal for supplement 4 to the 04 series of amendments to UN Regulation No. 129 (Enhanced child restraint systems)”.
31. The expert from the Kingdom of the Netherlands presented ECE/TRANS/WP.29/GRSP/2025/31 to clarify that the removal of an insert may also trigger additional tests with alternative dummy statures and to delete the Unique Identifier (UI) descriptions (see ECE/TRANS/WP.29/GRSP/77, paragraph 48). GRSP adopted ECE/TRANS/WP.29/GRSP/2025/31 and requested the secretariat to submit it as a proposal for supplement 4 to the 04 series of amendments to UN Regulation No. 129 to the June 2026 sessions of WP.29 and AC.1.
