Proposal for Regulation for retrofit after-treatment systems for engines used in non-road mobile machinery and agricultural tractors with respect to the emissions of pollutants

OICA and Euromot response to the informal group on REC request to submit a proposal on NOx control measures based on the Euro VI and Nonroad Stage IV NOx control provisions.

Proposal to enable continued type approval of engines meeting earlier versions of UN R96 provided that the engines in question are intended for markets applying such levels earlier of regulatory stringency.

Recommendations by AECC, CLEPA, EUROMOT, and OICA for minimum quality attributes of market fuels (i.e. gasoline and diesel) to be introduced “in parallel, and at the same time, to complement the level of motor vehicle and non-road mobile machinery pollutant emission standards that a country or region may be considering to introduce”.

Revised recommendations by AECC, CLEPA, EUROMOT, and OICA, pursuant to discussions during the GRPE-68 session, for minimum quality attributes of market fuels (i.e. gasoline and diesel) to be introduced “in parallel, and at the same time, to complement the level of motor vehicle and non-road mobile machinery pollutant emission standards that a country or region may be considering to introduce”.

Proposal to enable Contracting Parties to continue to issue type approvals for agricultural tractor and non-road mobile machinery engines according to earlier versions of the Regulation provided such engines are destined for sale in countries that apply the earlier versions. In other words, a manufacturer would be able to obtain approvals in its home country based upon previous sets of requirements that may not be those applied within the home country (but are used in other markets).

The objective of this document is to provide recommendations for the minimum quality of market fuels (i.e. gasoline and diesel) that should be introduced concurrently with the corresponding emissions standards. They complement the motor vehicle and NRMM pollutant emission standards that a country or a region may be considering to introduce.

In line with the need to update UN R96 in response to the new EU Stage V NRMM regulation, Regulation (EU) 2016/1628 would impact UN R132. Therefore, EUROMOT recommends updating UN R132 in parallel with UN R96 and UN R120. In particular, EUROMOT proposes establishing a specific annex to UN R132 in light of the similar stringencies of EURO VI heavy duty emissions requirements and those of NRMM Stage V that would specify all the necessary additional requirements for Stage V (in a manner similar to the existing Annex 12 for emission levels equivalent to the 06 series of amendments of UN R49).

Presentation of EUROMOT concerns regarding activities detrimental to the objectives of emissions-reduction legislation, including:

• design & sale of so-called ‘ad-blue emulators’ or other electronic devices that effectively turn-off NOx reduction systems,</li<>
• entities offering ECU reprogramming services to turn-off NOx reduction systems or diagnostics or increase engine performance, and
• entities offering after-treatment removal services.

Proposal aims to correct typographic errors identified within the Regulation.
