Proposal to update the on-board diagnostics (OBD) requirements, to delete the definition of “vehicles designed to fulfil specific social needs” in line with the Euro 6 stages of European Union Regulation (EC) No. 715/2007 and implementation Regulation (EC) No. 692/2008, and to clarify the wording of transitional provisions and align them with the General Guidelines for UN Regulatory Procedures and Transitional Provisions in UN Regulations (ECE/TRANS/WP.29/1044/Rev.1). In addition, the proposed wording would allow Contracting Parties not to accept UN type-approvals if the requirements specified in the 07 series of amendments are not met.

Proposal to correct the inadvertent deletion of a sentence in by WP.29/2015/57 adopted at the 166th session of the World Forum for Harmonization of Vehicle Regulations (WP.29).

Proposal as adopted by the GRPE at its 68th session based upon an original proposal (subsequently amended) by the European Commission to align the requirements of Regulation No. 83 with those of European Union Regulation (EC) Nos. 715/2007, 692/2008, 566/2011, 459/2012 and 630/2012.

Proposal to correct the calculation of the coast-down resistance to progress force.

UN Regulations Nos. 49 and 83 include provisions for a “driver inducement system” that alerts drivers of low reagent levels (urea, etc.) critical to correct emissions control performance and eventually prevents vehicle operation if the reagent tank is empty. Under UN R49 (para. 5.2), rescue, police, and other emergency/special use vehicles are exempted from this requirement. This proposal would extend the same treatment under UN R83. The proposal also makes several corrections and clarifications (see document GRPE/2016/11) with respect to extensions of approval, reduction in efficiency of the catalytic converter with respect to emissions of NMHC and NOx, and OBD.

Proposal, subject to endorsement by the GRPE during its January 2017 session, to permit Contracting Parties applying UN R83 and GTR No. 15 (WLTP) to refuse type approvals granted under UN R83 as an alternative to compliance with their national/regional legislation from the date of entry into force of Supplement 5 to the 07 series of amendments to UN R83.

Proposal to allow, at the manufacturer’s request, extension of a type approval to special purpose vehicles of categories M₁, M₂, N₁ and N₂ regardless of their reference mass provided the manufacturer demonstrates that the vehicle in question is a special purpose vehicle. This aligns UN R83 with EU Directive 2007/46/EC where approvals of vehicles with a reference mass less than 2,610 kg can be extended to special purpose vehicles exceeding 2,840 kg (e.g., armored vehicles).

Proposal to clarify the text with regard to the extension of approvals for category N vehicles in order to avoid a possible misinterpretation that extensions may not be granted to vehicles with a reference mass greater than the mass of the type-approved vehicle.

Proposal to

1. clarify the fuel tank capacity restriction for mono-fuel gas vehicles (insertion of word “nominal” in definition of “mono-fuel gas vehicle”;
2. modify the Constant Volume Sampling system temperature sensor time response requirement;
3. allow the use of WLTP-based Ki and Deterioration Factors (DF) as well as On-Board Diagnostics (OBD) demos under UN R83 to permit use of WLTP methods and test results under UN R83;
4. align the definitions for bi-fuel vehicles align with the new definitions in UN GTR 15,
5. amend paragraph 5.3.1.2.4. to recognize that particulate pollutant emissions measurements are no longer limited to compression ignition vehicles;
6. introduce provisions for reagent tank specifications and limits for triggering warning and driver inducement systems.

Proposal to

1. clarify the relationship between approval levels, reference fuels and PN limits for PI vehicles and to modify the calculation formulae for determination of evaporative emissions in accordance with changes already agreed in UN GTR No. 19
2. correct errors in Working Paper 2019.08
3. expand 2019.08 to clarify the special provisions, and
4. resolve a contradiction in requirements concerning the provision of SCR reagent consumption data via the serial port of the standard diagnostic connector.

Proposal from the GRPE secretariat to correct omissions found in document WP.29/2018/148 (proposal for Supplement 8 to the 07 series of amendments) as adopted by WP.29. The proposal formulated as a Corrigendum was adopted in principle as document WP.29/2019/60 during the June 2019 session but is resubmitted here as a Supplement for administrative reasons.

Proposal to introduce provisions to avoid the burden of a new road load determination (e.g., NEDC) in cases where the road load has already been performed under GTR 15 (WLTP), to amend provisions on On-Board Diagnostics (OBD), road load coefficient determination, mono fuel gas vehicles pursuant to WLTP, and to introduce definitions for the terms “permanent” and “Limp-home routines”, and to clarify “permanent emission default modes”.

GRPE proposal to permit the use of the calibration and maintenance intervals from UN GTR No. 15 for test facilities capable of testing to that UN GTR.

Proposal to correct an error found in the formulas used for the calculation of a NEDC road load values from those determined according to UN GTR No. 15 (WLTP) and a cross reference in both the 06 and 07 series of amendments to UN Regulation No. 83.

Proposal from GRPE to extend the acceptable reference fuels and road load determination methodologies and clarify crankcase pressure measurement and four-wheel drive vehicle tests.

Proposal from GRPE to allow measurement equipment compliant with the technical requirements of UN R154 to be used for testing under UN R83, to correct the recursive formula in the procedure for verifying the conformity of production, and to align the approval certificate with recent changes to regulation UN R24.

Proposal to harmonize the requirements of the 06 and 07 series of amendments, align with UN R48 wording to ensure consistent type-approval test conditions with the introduction of the 08 series of amendments (to introduce the possibility to switch OFF rear position lamps and other lamps when ambient light conditions outside the vehicle are above 7,000 lux in order to avoid unnecessary fuel consumption), to introduce the option to use of SAE standard J1979-2 (E/E Diagnostic Test Modes: OBDonUDS), to align wording between the first sentence of paragraph 3.2.1.2. (“ambient or engine temperatures”) and the second sentence (where “or engine” was omitted), and to align paragraph 6.5.1.3. with GTR No. 15.
