Note by the secretariat reporting on GRPE activities. WP.29/AC.1 adopted all proposals including a new UN Regulation on tyre abrasion. WP.29 agreed to host a demonstration of EV retrofitted vehicles at its 200th session in November 2026. The first meeting of the IWG on prioritization identified topics for discussion including common understanding of prioritization, high-level review of current activities, possible approaches to define prioritization, criteria for establishing new groups, and how to enhance efficiency of informal working groups and task forces. Mongolia acceded the 1958 Agreement. Light duty fuel efficiency improvement trajectory and HDV fuel efficiency measurement harmonization were tackled in GRPE. The UNECE secretary was invited to join a UNEP partnership on battery circularity to be launched in 2027. |

| Reference Number: GRPE-95-07/Rev.1 |
|
Terms of Reference for the UNECE EV fast- & smart-charging cluster, a joint activity of WP.5 e-mobility Task Force and the IWG on EVE. The cluster aims to promote user-friendly, safe and scalable adoption of fast and smart charging functionalities of electric vehicles and their integration in the energy system. Task A develops a new WP.29 resolution on DC Fast Charge Power Curve (FCPC) of electric vehicles in three phases: Phase 1 establishes a harmonized test procedure for light duty vehicles; Phase 2 develops requirements for consumer information and minimum performance requirements; Phase 3 investigates expansion to heavy duty applications. Task B inventories the need for harmonization of other recharging capabilities and recharging documentation, including collecting existing international standards and initiatives, identifying discrepancies and gaps, and issuing a harmonized standardization/regulatory roadmap for smart and bi-directional charging of EVs by vehicle category. Chairmanship is held by The Netherlands from January 2025 to October 2027. |

| Draft roadmap on smart and bidirectional charging: Advancing Global EV Grid Interoperability |
| Reference Number: GRPE-95-12 |
|
This document presents a comprehensive technical roadmap on smart and bidirectional charging for electric vehicles. It reviews standards governing interfaces between vehicles, electric vehicle supply equipment and electricity grids; identifies remaining gaps in standardisation, certification and testing; and recommends actions for global harmonisation. The roadmap focuses on light-duty vehicle categories (M₁, M₂ ≤5 t and N₁), covers communication protocols including ISO 15118-20 and Amendment 1, grid codes across multiple regions, and battery data identifiers under UN GTR No. 22. Key findings include: proprietary solutions and vendor lock-in remain prevalent; ISO 15118-20 has not yet achieved broad interoperability in practice; grid-code conformance regimes for AC bidirectional charging lack mature certification pathways; and end-to-end conformance testing remains immature in major regions. Main recommendations include establishing a Global Task Force on Bidirectional EV Charging, clarifying capability communication, ensuring regulations track standards evolution, extending electromagnetic compatibility requirements to partial-load operation, and maintaining consistency between automotive and energy-sector cybersecurity requirements. |

| A-LCA: Industry guidelines for passenger cars and parts |
| Reference Number: GRPE-95-18 |
|
Industry guidelines developed jointly by CLEPA and OICA to provide a harmonised methodology for determining the carbon footprint of passenger cars through their full life cycle, from material extraction through production, use, and end-of-life. The guidelines establish four levels of assessment based on data granularity and intended application (ranging from public policy analysis to detailed supply-chain reporting), with fixed methodological approaches for Levels 3 and 4. They specify treatment of GHG emissions including biogenic carbon, land use change, and fossil emissions; define data quality requirements including primary data collection and allocation procedures; and establish system boundaries across material production, parts and vehicle assembly, use, and end-of-life stages, employing the Circular Footprint Formula for material recycling assessment. |

Joint OICA and CLEPA workgroup presentation on industry guidelines for life cycle assessment of passenger cars and parts. The guidelines establish a common global methodology for LCA data exchange along the supply chain, independent of regulatory development. Key technical points include defining functional units for passenger cars and a declared unit for parts, specifying primary and secondary data requirements, addressing chain of custody through aligned models and mass balance approaches, allowing mixed energy modelling approaches with market-based modelling for decarbonisation efforts, introducing representative vehicles for full vehicle LCA reporting, and introducing representative parts to simplify supplier reporting to OEMs. |

A presentation on industrial retrofit as a transition solution for decarbonizing the existing vehicle fleet. Industrial solutions are available and scaling up, but lack of harmonized regulatory requirements is hindering deployment. Differences in national regulatory frameworks directly affect retrofit sector development across countries. Testing at vehicle level is necessary to account for retrofit system impacts. A forthcoming UNECE Regulation should provide a clear approval framework, establish a streamlined approval process, and ensure mutual recognition of approvals granted by Contracting Parties. |

Updates on inclusion of GRPE Regulations in Regulation 0 (IWVTA): Regulations 85 and 154 currently required for U-IWVTA; Series 09 of Regulation 0 will update R-154 to the 04 series at November 2026 WP-29 session. Questions raised regarding immediate inclusion of Regulations 177, 179, and 180, with Japan noting non-application of R-179 and R-180. IWVTA and DETA workshop held June 2026 in Flensburg, Germany, with growing Asian interest. Discussion of requirement for Level 2 approval to Regulation 154 for universal approval to Regulation 0, while many Contracting Parties require only lesser levels or previous series compliance. Brake particle emissions regulation will require Type Approval information release via TAA. |

Proposal to amend UN Regulation No. 179 to include testing of vehicles with limited speed. The document specifies amendments to the laboratory measurement of brake emissions for light-duty vehicles, including provisions for vehicles with a maximum speed lower than the maximum speed of the Base cycle. These vehicles may be part of the same brake corner emissions family as vehicles suitable for the Base cycle, with their emission factor calculated based on the parent family’s reference PM and PN emissions according to equations 7.1, 7.2 and 7.3. At the manufacturer’s request and with approval authority agreement, such limited-speed vehicles may be assigned to a specific family using the adjusted cycle described in Appendix 3 of Annex 4, with the same changes to be applied to UN GTR No. 24. |

Explanatory document on proposed amendments to UN R168 to enable real driving emissions testing of hydrogen internal combustion engine vehicles. The work-based approach replaces the CO-based moving averaging window methodology currently inapplicable to hydrogen-fuelled vehicles. Engine speed and torque data replace carbon monoxide to define window size and calculate the RDE/WLTP work ratio. Testing of a light commercial vehicle demonstrates the methodology’s practical applicability under regular and severe driving conditions, with results processed through independent post-processing tools. |

The A-LCA IWG has decided not to submit a Working Document due to inability to reach agreement on outstanding issues. The IWG requests GRPE review and acceptance of revised Terms of Reference reflecting a shift toward information and technical exchange rather than developing a Resolution. Key unresolved contradictive issues include definitions, system boundaries, chain of custody, electricity modelling, prospective energy modelling, use stage provisions, deterioration factors, methane leakage, and methodologies for component replacements. Future activities will shift to information exchange with reduced meeting frequency pending establishment of a clear timeline for developing A-LCA methodology. |
