He clarified that no trailer with electromechanical brakes was considered in the proposal. He explained the benefits of such system for hybrid electric and electric vehicles. He acknowledged that further work was needed to develop Periodic Technical Inspection and electric storage devices requirements.
99. GRVA agreed to review a revised proposal based on GRVA-09-05, as formal document, at its next session.

The experts of the European Commission and Germany proposed new dates for the transitional provisions in paragraph 12 (GRBP-72-05). GRBP adopted the proposal as amended by Annex II of the session and requested the secretariat to submit it to WP.29 and the Administrative Committee (AC.1) for consideration and vote at their March 2021 sessions as a draft 05 series of amendments to UN Regulation No. 41.

The World Forum recommended their submission to AC.1 for voting.

The expert from France, Chair of the IWG on BMFE introduced document ECE/TRANS/WP.29/GRSG/2020/19, a proposal to amend UN Regulation No. 107 and document GRSG-119-09 containing modifications to ECE/TRANS/WP.29/GRSG/2020/19 related to alarm initiation based on a temperature reference, opening of all power-operated doors for emergency evacuation and provisions for ‘Safety Information Cards’.
10. The expert from OICA presented document GRSG-119-18, with suggested modifications to the transitional provisions contained in the proposal to amend UN Regulation No. 107 (ECE/TRANS/WP.29/GRSG/2020/19).
11. The expert from Spain introduced document ECE/TRANS/WP.29/GRSG/2020/20, a proposal to amend UN Regulation No. 107 on provisions guaranteeing that vehicle remains stopped whilst lifts or ramps are being used.
12. The expert from OICA presented document GRSG-119-19 containing suggested modifications to ECE/TRANS/WP.29/GRSG/2020/20.
13. GRSG adopted ECE/TRANS/WP.29/GRSG/2020/19, as amended by GRSG-119-09 and GRSG-119-18, and ECE/TRANS/WP.29/GRSG/2020/20, as amended by GRSG-119-19, the proposals for the 09 series of amendments to UN Regulation No. 107, and agreed to submit them for consideration and vote at the March 2021 session of WP.29/AC.1. The secretariat was requested to merge the proposals into one unified document containing the 09 series of amendments to UN Regulation No. 107, for consideration by WP.29/AC.1 at its March 2021 session.

The World Forum recommended their submission to AC.1 for voting.
16. The expert from ETRTO introduced an amendment proposal with the aim to improve the reproducibility of the test method from standard ISO 23671 (ECE/TRANS/WP.29/GRBP/2020/16). Following concerns of the experts from Germany and Spain about paragraph 4.1.2.1. of Annex 5, part A, the expert from ETRTO proposed a modification to this paragraph (GRBP-72-29). GRBP adopted the proposal, as amended by Annex VIII of the session report, and requested the secretariat to submit it to WP.29 for consideration and vote at their March 2021 sessions as a draft Supplement 13 to the 02 series of amendments to UN Regulation No. 117.
17. The expert from ETRTO proposed further amendments with a view to modifying the word “moulded” in tyre marking methods and replacing the Standard Reference Test Tyre SRTT14 by SRTT16 (ECE/TRANS/WP.29/GRBP/2020/17). GRBP adopted the proposal, subject to deletion of paragraph 9.1., and requested the secretariat to submit it to WP.29 and for consideration and vote at their March 2021 sessions as part of draft Supplement 13 to the 02 series of amendments to UN Regulation No. 117.

In paragraph 4.4.1., replace “markings” with “approval mark”.
In paragraph 9.1., delete from the proposal (i.e. keep the paragraph in its current form).

The World Forum recommended their submission to AC.1 for voting.

GRBP took note of the activities of the Task Force on Tyre Pressure Monitoring System and on Tyre Installation (TF TPMSTI) (GRBP-72-21) and addressed its proposal for a new series of amendments (ECE/TRANS/WP.29/GRBP/2020/20, GRBP-72-19-Rev.2, GRBP-72-20). GRBP adopted the proposal, as amended by Annex IX of the session report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their March 2021 sessions as a new 01 series of amendments to UN Regulation No. 141. During the adoption, the expert of EC recalled his intention to seek WP.29 guidance on the transitional provision about granting type approvals according to preceding series of amendments (see para. 4 above).

48. The GRBP Chair reported on the results achieved by GRBP at its seventy-third session (for details, see the report of the session ECE/TRANS/WP.29/GRBP/71).
49. He mentioned that GRBP had adopted modifications to the draft 01 series of amendments to UN Regulation No. 141 (Tyre pressure monitoring system). He recalled that the draft 01 series of amendments would still be addressed by WP.29 this week (ECE/TRANS/WP.29/2021/10) and encouraged the World Forum to consider instead a revised consolidated proposal ECE/TRANS/WP.29/2021/10/Rev.1 under agenda item 4.6.9.
50. He also pointed out that GRBP had agreed to update the Terms of Reference of its two IWGs on Measurement Uncertainties (MU) and on Wet Grip Performance for Tyres in a Worn State (WGWT). WP.29 noted that the revised Terms of Reference were annexed to the report of GRBP at its seventy-third session.
51. WP.29 endorsed the updates of the Terms of Reference of the IWG MU and IWG WGWT.

20. GRBP adopted the proposals and requested the secretariat to include them in a revised document ECE/TRANS/WP.29/2021/10/Rev.1 for consideration and vote at the March 2021 sessions of WP.29 and AC.1 as part of a draft new 01 series of amendments to UN Regulation No. 141.
25. On behalf of the Task Force on Tyre Pressure Monitoring System and on Tyre Installation (TF TPMSTI), the expert from EC briefed GRBP on their progress (GRBP-74-25) and proposed amendments that aimed to align the transitional provisions in UN Regulation No. 141 with those in European Union Regulation 2019/2144 (ECE/TRANS/WP.29/GRBP/2021/19). GRBP adopted the proposal and requested the secretariat to submit it for consideration and vote at the March 2022 sessions of WP.29 and AC.1 as draft Supplement 1 to the 01 series of amendments to UN Regulation No. 141.
26. The expert from TF TPMSTI presented further amendments to UN Regulation No. 141 that introduced an alternative procedure for type approval of trailers (vehicles of categories O3 and O4), regarding their Tyre Pressure Monitoring System (TPMS), Tyre Pressure Refilling System (TPRS) and Central Tyre Inflation System (CTIS) (ECE/TRANS/WP.29/GRBP/2021/20). GRBP adopted these proposals, as amended by GRBP-74-37, and requested the secretariat to submit them for consideration and vote at the March 2022 sessions of WP.29 and AC.1 as part of draft Supplement 1 to the 01 series of amendments to UN Regulation No. 141.
27. GRBP generally supported GRBP-74-26 and invited TF TPMSTI to submit it to the next session in the form of an official document.
25. The experts from the Task Force on Tyre Pressure Monitoring System and on Tyre Installation (TF TPMSTI) reported on their progress (GRBP-75-11) and introduced a proposal that aimed at implementing the requirements for a Tyre Pressure Refill System (TPRS) and a Central Tyre Inflation System (CTIS) (ECE/TRANS/WP.29/GRBP/2022/2 and GRBP-75-10). The expert from CLEPA suggested further amendments (GRBP-75-33 and GRBP-75-34).
26. GRBP adopted the proposal, as amended by GRBP-75-10 and GRBP-75-33, and requested the secretariat to submit it for consideration and vote at the June 2022 sessions of WP.29 and AC.1 as draft Supplement 2 to the 01 series of amendments to UN Regulation No. 141.

80. The World Forum considered draft amendments under agenda items 4.7.1 to 4.7.6. and recommended their submission to AC.1 for voting.
52. The expert from Japan, Co-Chair of the IWG on Advanced Emergency Braking Systems (AEBS) for M1 and N1 vehicles, reported (GRVA-07-70) on the outcome produced by the group. He introduced ECE/TRANS/WP.29/GRVA/2020/26 with clarifications regarding, among others, response to failure, false reaction avoidance, sensor misalignment and automatic deactivation. He also introduced ECE/TRANS/WP.29/GRVA/2020/27 including provisions for the approval of AEBS covering Car to Bike scenarios (“1-step” approach) and mentioned the alternative proposals by OICA (“2-step approach).
53. The expert from OICA presented alternative proposals: ECE/TRANS/WP.29/GRVA/2020/28 and ECE/TRANS/WP.29/GRVA/2020/35. They include transitional provisions for specific cases with regards to the Car to Bike scenarios (GRVA-07-12, GRVA-07-72 and GRVA-07-74). He explained that the provisions developed by the group included lower speeds than those managed by existing vehicles meeting the corresponding test in New Car Assessment Test Programmes. He added that covering lower speeds would require modifying existing vehicles equipped with such systems, to cover larger sensor field of view.
54. GRVA adopted ECE/TRANS/WP.29/GRVA/2020/26 as amended by GRVA-07-09 (see Annex V of the session report) and requested the secretariat to submit it as supplement to the 00/01 series of amendments to UN Regulation No. 152 (AEBS) for consideration and vote by WP.29 and AC.1 at their March 2021 sessions.
55. GRVA adopted ECE/TRANS/WP.29/GRVA/2020/27 as amended by GRVA-07-10 (see Annex VI of the session report), ECE/TRANS/WP.29/GRVA/2020/28 as amended by GRVA-07-11 (see Annex VII) and ECE/TRANS/WP.29/GRVA/2020/35 as amended by GRVA-07-53 (see Annex VIII). GRVA requested the secretariat to submit them for consideration, decision on the 1-step or 2-step approach in November 2020 and vote by WP.29 and AC.1 at their March 2021 sessions.

42. The Chair of GRPE (Netherlands) reported to WP.29 on the results achieved by GRPE during its eighty-second session (for more details see the report of the session ECE/TRANS/WP.29/GRPE/82).
43. GRPE endorsed a proposal for a new series of amendments to UN Regulation No. 49 (Emissions of compression ignition and positive ignition (LPG and CNG) engines), along with proposals for Supplements 14, 16 and 13 to the 05, 06 and 07 series of amendments to UN Regulation No. 83 (Emissions of M1 and N1 vehicles), Supplement 6 to the 03 series of amendments to UN Regulation No. 24 (Visible pollutants, measurement of power of C.I. engines (Diesel smoke)) and Supplement 10 to the 01 series of amendments to UN Regulation No. 101 (CO2 emission/fuel consumption). GRPE also endorsed a proposal for a new Amendment 4 to UN GTR No. 4. Finally, GRPE endorsed a request for authorization to develop a new UN GTR on durability of after treatment devices for two- and three- wheeled motor vehicles.
44. GRPE endorsed the amendments as proposed in WP.29 documents ECE/TRANS/WP.29/2021/56 and ECE/TRANS/WP.29/2021/57 to be adopted during the March 2021 sessions of WP.29 and AC.1.
45. GRPE requested the GRPE ambassador to International Whole vehicle Type Approval (IWVTA) to ask for removal of UN Regulation No.154 and forthcoming UN Regulation No. [XXX] on RDE from the list of candidates for IWVTA Phase 2. GRPE also required the ambassador to seek guidance from the IWG on IWVTA on how to include provision related to Repair and Maintenance Information and On-Board Diagnosis into UN Regulation No. 0.
46. GRPE agreed to upload further clarification document to UN regulation No. 154 under the section for “Documents for reference only” on the GRPE website to assist Contracting Parties willing to apply this UN Regulation.
47. GRPE decided to hold a workshop on future powertrain alternative for heavy duty vehicles during the next session of GRPE in June 2021.
87. The representative from the European Union introduced ECE/TRANS/WP.29/2021/56 and ECE/TRANS/WP.29/2021/57 that include clarifications and corrections identified by the IWG on Worldwide harmonized Light vehicles Test Procedure (WLTP) during the development of the Amendment 6 to UN GTR No. 15.
88. The Chair of WP.29 recalled that the Chair of GRPE confirmed under agenda item 3.5.3 (para 44. of this report) that GRPE endorsed those proposals from Japan and the European Union during its last session in January 2021. The representative from OICA highlighted further improvements to UN regulation No. 154 have been identified and are expected to be reviewed by GRPE during its June 2021 session.

The expert from Germany presented GRVA-07-63, introducing ECE/TRANS/WP.29/GRVA/2020/32 with a proposal for amendments to UN Regulation No. [157] (ALKS), aimed at increasing the maximum speed (from 60 km/h to 130 km/h) for ALKS. She also introduced a second proposal (ECE/TRANS/WP.29/GRVA/2020/33) aimed at introducing provisions for ALKS performing lane changes. The experts from Austria, China, Denmark, European Commission, France, Italy, the Netherlands, Norway, Republic or Korea, Sweden and UK were rather supportive. They provided ideas and technical comments to improve the proposals. The expert from Switzerland opposed to the proposed speed increase (up to 130 km/h), stating that it would be counterproductive and as Switzerland was reviewing traffic rules based on the adopted 60 km/h. The experts from Japan, Canada and USA did not support the proposals and referred to FDAV as the reference document guiding the work of GRVA on automation. The expert from SAFE stated the need for a clear roadmap, mentioned the challenges for the Technical Services and the Approval Authorities with regards to Level 3 technologies and supported the comments from the European Commission regarding the need for a Regulation addressing Automation on motorways.
18. It was recalled that the expert from UK was working on a proposal for provisions for lane change during the minimum risk manoeuvre.
19. The expert from OICA presented GRVA-07-26, introducing a proposal for amendments to UN Regulation No. [157] (GRVA-07-31), aimed at extending the scope of the Regulation to heavy vehicles. They recalled that these vehicle categories were already in the scope of the activities of the former IWG on Automatically Commanded Steering Function (ACSF), which drafted UN Regulation No. [157].
20. GRVA noted that its work priorities on automation were defined by WP.29 in the FDAV. GRVA also noted that a number of Contracting Parties were willing to work on amendments to UN Regulation No. [157] and therefore decided to consult the Administrative Committee for the coordination of work (AC.2).
21. The expert from the Russian Federation introduced GRVA-07-07, highlighting some inconsistencies between the different parts of UN Regulation No. [157]. He mentioned discrepancies on the use of the term “system”. He questioned the need for Appendix 3 to Annex 4. He then introduced amendment proposal GRVA-07-06 on behalf of the European Commission and the Russian Federation. The expert from OICA responded to the proposal (GRVA-07-59). He also briefly introduced GRVA-07-30, proposing editorial changes to the Regulation and GRVA-07-21 with substantial amendments to the Regulations.
22. The Chair mentioned other informal documents (GRVA-07-27, GRVA-07-45, GRVA-07-56, GRVA-07-62 and GRVA-07-66), proposing amendments to UN Regulation No. [157] and invited the stakeholders to prepare a consolidated document with amendment proposals that could generate consensus at GRVA. Interested parties developed GRVA-07-69-Rev.1.
23. GRVA adopted the amendment proposals marked in green and yellow in GRVA-07-69-Rev.1 (see Annex III of the session report). GRVA requested the secretariat to correct the abbreviations, as appropriate, and to submit it without the text in read as supplement to UN Regulation No. [157], for consideration and vote by the World Forum for Harmonization of Vehicle Regulations (WP.29) its Administrative Committee for the 1958 Agreement (AC.1) at their March 2021 sessions.
24. Following the interpretation request by the expert from France (GRVA-07-39), GRVA agreed that ALKS should in principle detect “approaching emergency vehicles” as per traffic rules, noting that a definition of approaching emergency vehicles as well as other clarifications should be developed as soon as possible.

The expert from the Netherlands, a Co-Chair of the IWG on EDR/DSSAD, presented documents GRSG-122-36 which is a proposal to revise document ECE/TRANS/WP.29/GRSG/2021/33 (Proposal for supplement 1 to UN Regulation No. 160) and GRSG-122-37 which is a proposal to revise document ECE/TRANS/WP.29/GRSG/2021/34 (Proposal for supplement 1 to 01 Series of amendments to UN Regulation No. 160).
107. The expert from China applauded the work done by the expert from the Netherlands on behalf of the IWG on EDR/DSSAD and appreciated his dedication to the group. He expressed his concerns on the problem with different definitions of the same elements in different UN Regulations, he further expressed concerns that sometimes, different English terms could have the same meaning. He proposed that non-English speaking countries find a way to harmonize resolutions and advised the use of limited English terms to prevent confusion in the use of words.
108. The expert from Netherlands said that the document is a base document for the 1958 Agreement and Contracting Parties to the UN Regulation No. 160 and a few GTRs and they could make some additions to this document to clarify the meaning of the various definitions.
109. GRSG adopted document ECE/TRANS/WP.29/GRSG/2021/33 as amended by GRSG-122-36 to be submitted to WP.29 and AC.1 for voting at their March 2022 sessions. GRSG also adopted document ECE/TRANS/WP.29/GRSG/2021/34 as amended by GRSG-122-37 to be submitted to WP.29 and AC.1 for voting at their March 2022 sessions.

The expert from OICA introduced documents ECE/TRANS/WP.29/GRSG/2020/25, ECE/TRANS/WP.29/GRSG/2020/26 (as amended by GRSG-119-17), ECE/TRANS/WP.29/GRSG/2020/27, ECE/TRANS/WP.29/GRSG/2020/28, ECE/TRANS/WP.29/GRSG/2020/29 and ECE/TRANS/WP.29/GRSG/2020/30, on new UN Regulations (on Devices Against Unauthorized Use, on Immobilizers, and on Vehicle Alarm Systems) and on amendments to UN Regulations Nos. 18, 97 and 116 related to the splitting of the existing regulation into three new UN Regulations and the subsequent administrative adjustments to the existing ones.
53. GRSG adopted the documents introduced by the expert from OICA and agreed to submit them for consideration and vote at the March 2021 session of WP.29/AC.1.
