Draft proposal to introduce into Regulation No. 48 a definition and general requirements for usage of a “change index” established by the new simplified Regulations on Light-Signalling Devices (LSD), Road Illumination Devices (RID) and Retro-Reflective Devices (RRD). This set of proposed amendments introduces provisions for light-source approvals under the device regulations.

The regulation of lighting includes individual regulations for specific lighting devices (headlamps, direction indicators, etc.), for light source (filament, gas, LED), and for installation (UN R48). The proposed UN R0 on the type approval of whole vehicles requires submission of approval certificates for components and systems to be included within the whole vehicle approval. Vehicle manufacturers work directly with UN R48 approvals, but lamp and device approvals are generally handled by lighting suppliers. UN R48 includes provisions for listing approvals of lighting units, but not for approvals of light sources (presently UN R37, R99, and R128). In order to avoid excessive administrative burdens, GTB proposes that the regulations covering light units include provisions to confirm their approval under the applicable light source regulations such that UN R48 approvals would represent approval of the vehicle lighting systems under both device regulations and light-source regulations.

2. complete the deletion of distributed lighting systems (light generators),
3. clarify the definition of “type”, with regard to manufacturer, trade names and marks,
4. to introduce editorial improvements to the requirements for markings,
5. amend the formula for the dirt mixture used in testing to address an error introduced by Supplement 9 to the 01 series of amendments to UN R45,
6. clarifies the heat test cycle,
7. and harmonizes requirements across Regulations Nos. 19, 98, 112, 113 and 123

Proposal to

1. insert provisions for the use of incandescent light sources in the case of light source modules and lamps with non-replaceable light sources,
2. update the Conformity of Production (CoP) requirements,
3. reference the compliance requirements for installation contained in Regulations Nos. 48, 53, 72 and 86,

As part of the Simplification of Lighting Regulations program, this proposal prepares UN R3 for being “frozen” and superseded by a new comprehensive regulation on retro-reflecting devices. The proposal incorporates by reference specifications, as applicable, of the lighting installation Regulations Nos. 48, 53, 74 or 86 and adds specifications for conformity of production.
