Phase 2 of GTR No. includes proposals for injury assessment reference values (IARV). The United States has asserted that the IARV have not been sufficiently validated through cost-benefit analysis, which is a requirement in US rulemaking. Therefore, the US has proposed to permit regulators to select IARV that correspond to their local vehicle populations. However, adding this qualification (through a footnote) would create a precedent for future GTR and OICA has lamented that such diversity in application hampers the goal of harmonization. Therefore, the GTR 9 informal group and GRSP are putting this issue before the World Forum for guidance. |

The draft Amendment 2 to GTR No. 9 proposes to establish the new FlexPLI impactor as the single harmonized tool for lower leg impact tests. The amendment also proposes injury assessment reference values (IARV) to go with the FlexPLI. The US, however, has consistently expressed concerns that the proposed injury thresholds and IARV have not been validated as appropriate for the American car fleet. Therefore, the US proposes to have ‘recommended’ IARV included in the preamble to Amendment 2 while allowing governments the freedom to use whatever IARV/performance thresholds they deem appropriate until such criteria can be fully validated. |

The scope of the new Global Technical Regulation on Pole Side Impact includes vehicles of category N1 (limited to GVM < 3.5 t) and vehicles of category M1 (without mass limit). However, the vehicle fleet includes a small number of M1 vehicles with a GVW > 3.5t which are based on vehicles of category N2, N3, M2 or M3.
