Proposal to amend the light source category LR4. This proposal relates to document GRE/2018/49 proposing to amend UN R128 in relation to the 1 min/30 min ratio. The change to UN R128 would affect the requirements of the LR4 category which is not its intention. Therefore, the present proposal modifies the category sheet of LR4 in order to maintain the current requirements for the LR4 standard light sources.

Proposal to align the approval code for light sources approved according to Regulation No. 37 with the approval number as prescribed by Revision 3 of the 1958 Agreement, schedule 4. Parallel proposals have been submitted with regard to UN R99 and R128.

Proposal to define specifications for the design and operation of external status indicators for Vehicle Alarm Systems (VAS), Alarm Systems (AS) and immobilizers under UN R48 pursuant to provisions of UN R97 and R116.

Proposal also to address inconsistencies, clarify text, and correct terminology in Regulation No. 48:

• para. 5.7.2.1. editorial alignment of text with current terminology
• replace undefined “effective outlet” terminology with defined “apparent surface” reference
• reintroduction of missing reference to “transverse plane” in paras. 5.10.1. and 5.10.2.
• para. 6.2.9. and related subsequent paragraphs to clarify the application of the 2000 lumen criteria
• para. 6.26.9.2. to correct a cross-reference with UN R23.

Proposal to align the approval code for light sources approved according to Regulation No. 99 with the approval number as prescribed by Revision 3 of the 1958 Agreement, schedule 4. Parallel proposals have been submitted with regard to UN R37 and R128.

Proposal to align the approval code for light sources approved according to Regulation No. 129 with the approval number as prescribed by Revision 3 of the 1958 Agreement, schedule 4. Parallel proposals have been submitted with regard to UN R37 and R99.

Proposal to combine the provisions of individual UN Regulations Nos. 4, 6, 7, 23, 38, 50, 77, 87 and 91 into a single UN Regulation on uniform provisions concerning approval of light-signalling devices for power-driven vehicles and their trailers. This consolidation simplifies and streamlines requirements without changing detailed technical specifications already in force. The Regulation applies to eleven categories of lamps including rear-registration plate illuminating, direction indicator, position, stop, end-outline marker, reversing, manoeuvring, rear fog, parking, daytime running, and side marker lamps. Requirements address administrative provisions, type approval, approval marks using unique identifiers or conventional E-marks, general and specific technical requirements for each lamp function, photometric and colorimetric characteristics, etc.

Proposal to enable approval of side-marker and position lamps with regard to switching requirements when mutually incorporated. Vehicles include designs where lamps wrap around vehicle corners. In cases where optional side-marker lamps are grouped with a position lamp that is reciprocally incorporated with the direction indicator, it should be possible to switch off the side-marker lamp (as can be done with the position lamp) in order to improve conspicuity of the direction indicator.

The proposal also defines specifications for the design and operation of external status indicators for Vehicle Alarm Systems (VAS), Alarm Systems (AS) and immobilizers under UN R48 pursuant to provisions of UN R97 and R116.

The proposal also corrects and clarifies the following:

• para. 5.7.2.1. editorial alignment of text with current terminology
• replace undefined “effective outlet” terminology with defined “apparent surface” reference
• reintroduction of missing reference to “transverse plane” in paras. 5.10.1. and 5.10.2.
• para. 6.2.9. and related subsequent paragraphs to clarify the application of the 2000 lumen criteria
• para. 6.26.9.2. to correct a cross-reference with UN R23
• measurement of the minimum height in relation to the ground for dipped beam headlamps (para. 5.8.2).

Proposal to

1. remove the prohibition against lamps “reciprocally incorporated” with any other lamp, correcting an oversight from a previous amendment process, and
2. update the definition of “stop lamp” in order to allow the use of different stop lamp activation methods for powered two-wheelers as currently applicable for four-wheelers; e.g. by the application of a retarder or a similar device.

Proposal to

OICA proposal to clarify that the numbering of type approvals for UN Regulations does not apply to UN Regulation No. 0 on international whole vehicle type approval. Numbering under UN R0 is explained in that Regulation.

Proposal to update the list of UN Regulations subject to UN R0 (Annex 4), including addition of UN R14 (safety belt anchorages) and UN R34 (rear impact and fire risk).

Proposal to introduce references to the three new simplified lighting Regulations (Light-Signalling Devices (LSD), Road Illumination Devices (RID) and Retro-Reflective Devices (RRD)) into the 06 series of Regulation No. 48.

Proposal to enable the installation of Class B devices approved under UN R112 as headlamps.

Proposal for a new UN Regulation on Road Illumination Devices (RID) to supersede UN Regulations Nos. 19, 98, 112 (thus 1, 8, and 20), 113 (thus 56, 57, 72, 76, and 82), 119, and 123.

Proposal for a new UN Regulation on retro-reflecting devices (RRD) to supersede UN Regulations Nos. 3, 27, 69, 70, and 104.

Proposal to introduce references to the three new simplified Regulations (Light-Signalling Devices (LSD), Road Illumination Devices (RID) and Retro-Reflective Devices (RRD)) into the 05 series of Regulation No. 48.
