Analysis examined 14 cases in Japan where child fatalities occurred after children were left unattended in passenger vehicles of category M<sub>1</sub> and N<sub>1</sub> between January 1984 and April 2025. Indirect sensing could potentially have generated an alert in 13 cases, while direct sensing could potentially have generated an alert in 5 cases. Proposal to establish requirements for in-direct plus or direct sensing systems to detect children left unattended in M1 and N1 vehicles under 3,500 kg. Systems shall detect Child Occupants Left Inside (CLIV) events for rear seating positions accommodating child restraint systems and issue audible or audible and visual warnings at least 60 dB(A) within 15–30 seconds of locking all doors, lasting at least 10 seconds and repeating every 90 seconds for at least 20 minutes unless cancelled. The default system setting shall be ON, with deactivation available temporarily for single journeys or long-term for maximum 30 days. Testing shall use CLIV surrogates aged 0, 3, and 6 years per ISO 26315, covering multiple test scenarios including warning delay, cancellation, and temporary deactivation. JASIC |

In vehicles with automatic transmissions, upshifts during testing cause SEM expected values to be exceeded. The proposal addresses three cases: vehicles with non-locked gear ratios, vehicles with locked gear ratios, and vehicles with only one gear ratio. For Case 1, such data does not meet conditions in R51-03 Annex 9 "4.5.2. Non-locked transmissions" and require no SEM correction. For Case 2, the proposal adds text to Annex 9 (7), Appendix 1, paragraphs 3.4. and 3.5., permitting substitution of maximum engine speed nMAX(AA-BB)_TEST for nBB_TEST when the maximum engine speed between AA' and BB' exceeds the engine speed at BB'. Current RD-ASEP derives the regulatory level based on the certified value without accounting for margin against regulatory values of the certified value. RD-ASEP additionally regulates partial acceleration, unlike current ASEP which only stipulates full-throttle acceleration. It is proposed that RD-ASEP should take into account a margin against the regulatory values of the certification values, similar to current ASEP, to prevent quiet vehicles such as BEVs from being unfairly deemed NG. A reception is scheduled for 9 September 2026 at 18:00–20:00. The meeting includes sessions on Task Force on Glare Prevention and Task Force on Lamps Under Parked Conditions and Task Force on Autonomous Vehicle Signalling Requirements, though it has not yet been decided whether the latter two task forces will be held during the Tokyo meetings. Existing C1 tyre-abrasion test methods cannot be directly applied to C3 tyres because vehicles equipped with C3 tyres are used differently. Japan is developing a vehicle test method using WHVC mode and plans to develop a drum test method based on test conditions and results. Test conditions will convert vehicle driving conditions representing the world into indoor drum test settings. C2 test method uses driving mode based on WLTP with fixed test load details, with verification tests using reference tyres. For C3, driving modes and test conditions are under preliminary investigation, with verification tests to be planned. JASIC |
