Proposal to reference the compliance requirements for installation contained in Regulations Nos. 48, 53, 72 and 86 into the Regulations 3, 4, 6, 7, 19, 23, 38, 50, 77, 87, 91, 98, 104, 112, 113, 119 and 123. This proposal is a revised version of document GRE/2013/55 discussed during the October 2013 GRE session.

Text prepared by Italy to delete all obsolete references in Regulations Nos. 53 and 74 in order to avoid confusion and possible incorrect application of the requirements containing these references. The deletions cover references to Regulations Nos. 1, 8, 20, 56, 57, 72, 76 and 82. These regulations have all been “frozen” (i.e., they do not apply to new type approvals) and their functions have been taken over by Regulations Nos. 112 and 113.

Proposal to clarify the intent of the selected paragraphs to ensure that systems with with one service brake meet braking performance requirements using only that brake system (i.e, without any assistance from the secondary brake system). There had been an interpretation that for systems with two service brakes each brake had to meet the requirements which would result in higher stringency levels than intended by the requirement for single brake systems.

The proposal also clarifies the parts of the braking system that should be considered with respect to hydraulic brake and mechanical transmissions and further clarifies that the test procedures are designed to simulate a brake failure rather than produce one.

Proposal to clarify provisions concerning the use of Combined Braking Systems (CBS) and for a series of amendments to clarify a variety of requirements, notably concerning test surface requirements, ABS cycling, and peak braking coefficient measurements. The proposal clarifies the terms “inoperative” and “disconnected”, introduces the “K-method”.

After examination of the draft revision of UN Regulation 86 (document GRE/2014/2), the Italian experts believe it necessary to make six further changes, including definition of “textured lens” and clarifications of certain paragraphs.

Proposal to amend the 1968 Vienna Convention to allow for the use of assistance and/or autonomous systems that control vehicle behavior(s) in place of the driver (which could be viewed to conflict with the Convention requirement that drivers always be able to control their vehicles).

Proposal to clarify provisions concerning the use of Combined Braking Systems (CBS) and for a series of amendments to clarify a variety of requirements, notably concerning test surface requirements, ABS cycling, and peak braking coefficient measurements.
