Proposal for amendments to Global Technical Regulation No. 3

Proposal to clarify provisions concerning the use of Combined Braking Systems (CBS) and for a series of amendments to clarify a variety of requirements, notably concerning test surface requirements, ABS cycling, and peak braking coefficient measurements. The proposal clarifies the terms “inoperative” and “disconnected”, introduces the “K-method”.

21. The expert from IMMA introduced on behalf of the sponsor, Italy, ECE/TRANS/WP.29/GRRF/2014/3 and ECE/TRANS/WP.29/GRRF/2014/4 as amended by GRRF-76-35-Rev.1, proposing similar amendments to those proposed for Regulation No. 78 (see para. 20, agenda item 5a). These proposals received comments and the expert from IMMA consolidated these requested changes into a revised proposal (GRRF-76-44). GRRF requested the secretariat to distribute GRRF-76-44 with an official symbol at its September 2014 session.

21. The expert from Italy introduced ECE/TRANS/WP.29/GRRF/2014/22 based on GRRF-76-44, proposing to align the provisions with those proposed for UN Regulation No. 78 (see para. 19). GRRF adopted the proposal, as amended below. The secretariat was requested to submit the proposal to WP.29 and AC.3 for consideration at their March 2015 sessions as draft Amendment 2 to the GTR No. 3. The expert from Italy agreed to submit the corresponding technical report for consideration at the AC.3 session in March 2015. GRRF would have the opportunity to review it at its February 2015 session.

The control force that achieves the maximum vehicle deceleration rate as defined in paragraph 6.5.1.(c).

22. The expert from EC introduced GRRF-78-07, amending document ECE/TRANS/WP.29/GRRF/2014/22, proposing to align the provisions with those proposed for Regulation No. 78 (see para. 20). GRRF agreed to revisit the document at its February 2015 session on the basis of a revised proposal by EC in collaboration with IMMA.

22. The expert from Italy introduced ECE/TRANS/WP.29/2015/38, the technical report related to draft Amendment 2 to the Global Technical Regulation (GTR) No. 3 for consideration at the AC.3 session in March 2015. GRRF endorsed the proposed technical report.

101. Submitted for consideration and vote, the proposal for Amendment 2 to draft UN GTR on motorcycle braking (ECE/TRANS/WP.29/2015/38, ECE/TRANS/WP.29/2015/39, ECE/TRANS/WP.29/AC.3/37) was established in the UN Global Registry on 12 March 2015 by consensus vote of the following Contracting Parties present and voting: Australia, Canada, China, European Union (voting for Cyprus, Finland, France, Germany, Hungary, Italy, Lithuania, Luxembourg, Netherlands, Romania, Slovakia, Slovenia, Spain, Sweden and the United Kingdom), India, Japan, Norway, Republic of Korea, Republic of Moldova, Russian Federation, South Africa and United States of America.

102. AC.3 adopted ECE/TRANS/WP.29/2015/38 with the following typographical change by introducing a missing comma:

The amendments to page 5, para. 3.1.9, second line<§i>, correct to read:

“..may share a common break, a common transmission…”
