Proposal to align the regulation with the full requirements for vehicles that meet “special social needs” under the regulatory framework of the European Union. In response to the extension of the scope of Euro VI legislation down to 2380 kg vehicles, this proposal would also add an exemption to take into account overlap between UN R83 and UN R101 with regard to light-duty vehicle CO2 emissions and fuel/energy consumption. This proposal was adopted by the Working Party on Pollution and Energy (GRPE) at its 68th session based on document GRPE/2014/3, as amended by para. 25. of the session report and document GRPE/2014/7, not amended.

UN Regulations Nos. 49 and 83 include provisions for a “driver inducement system” that alerts drivers of low reagent levels (urea, etc.) critical to correct emissions control performance and eventually prevents vehicle operation if the reagent tank is empty. Under UN R49 (para. 5.2), rescue, police, and other emergency/special use vehicles are exempted from this requirement. This proposal would extend the same treatment under UN R83. The proposal also makes several corrections and clarifications (see document GRPE/2016/11) with respect to extensions of approval, reduction in efficiency of the catalytic converter with respect to emissions of NMHC and NOx, and OBD.

Proposal to allow, at the manufacturer’s request, extension of a type approval to special purpose vehicles of categories M1, M2, N1 and N2 regardless of their reference mass provided the manufacturer demonstrates that the vehicle in question is a special purpose vehicle. This aligns UN R83 with EU Directive 2007/46/EC where approvals of vehicles with a reference mass less than 2,610 kg can be extended to special purpose vehicles exceeding 2,840 kg (e.g., armored vehicles).
