5. The expert from Germany, on behalf of the Chair of the IWG, introduced the consolidated text of draft Amendment 2 to UN GTR No. 9 (ECE/TRANS/WP.29/GRSP/2018/2), which incorporates: (a) the flexible pedestrian legform impactor (FlexPLI), and (b) the new bumper test area and on the Injury Assessment Values (IARVs). He also introduced the final progress report of the IWG ECE/TRANS/WP.29/GRSP/2018/3. As suggested by the expert from the Republic of Korea, he announced that a possible amendment of part I of the UN GTR (statement of technical rationale and justification) would be introduced in the future to reflect the activity of the IWG on Deployable Pedestrian Protection Systems (DPPS). GRSP recommended Amendment 2 (ECE/TRANS/WP.29/GRSP/2018/2) and the final progress report (ECE/TRANS/WP.29/GRSP/2018/3) both not amended, for establishment in the global registry. The secretariat was requested to submit the proposal and the final report to WP.29 and to the Executive Committee of the 1998 Agreement (AC.3) for consideration and vote at their November 2018 sessions as draft Amendment 2 to UN GTR No. 9.
9. GRSP endorsed GRSP-56-39, but did not support GRSP-56-38. The secretariat was requested to distribute GRSP-56-39 with an official symbol for consideration at its May 2015 session. It was agreed that this proposal would be discussed further by the Contracting Parties under the 1998 Agreement and by GRSP at its next session as a full package with: (i) an updated draft proposal of Phase 2 of the UN GTR (ECE/TRANS/WP.29/GRSP/2014/15) and (ii) an updated final report of the IWG (ECE/TRANS/WP.29/GRSP/2014/16).
6. The expert from EC introduced GRSP-57-15-Rev.1, superseding ECE/TRANS/WP.29/GRSP/2015/2, and proposing the introduction of the definition of rigid bumper beam in the test area in addition to the proposed bumper test method with the flexible pedestrian legform impactor (FlexPLI). The expert from OICA introduced GRSP-57-12, explaining that the new definition of the test area leads to test bumper surfaces at an angle greater than the justified 30°. He added that this might result in occurrence of total and relative rotation of the leg as well as sliding along the surface and produce non-repeatable data. The expert from the United States of America requested a study reservation on this proposal based on the above concern regarding the test tool’s repeatability at an impact angle of 30 degrees or higher. She announced that results of this research would be available at the December 2015 session of GRSP. The expert from Japan proposed to share data from his country to be included in the cost benefit analysis. GRSP agreed to resume discussion on this subject and on the pending issues of the proposal of amendments to the UN GTR (ECE/TRANS/WP.29/GRSP/2014/15, ECE/TRANS/WP.29/GRSP/2014/16 and ECE/TRANS/WP.29/GRSP/2015/2) at its December 2015 session.
5. The expert from Germany informed GRSP that the IWG had planned to meet for the last time to move Phase 2 forward and incorporate the flexible pedestrian legform impactor (FlexPLI). GRSP agreed to resume discussion at its December 2017 session on a consolidated document provided by the IWG incorporating: (i) the draft amendment to the UN GTR on FlexPLI (ECE/TRANS/WP.29/GRSP/2014/15), (ii) the new improved bumper test proposed by the Task Force on Bumper Test Area (TF-BTA) (ECE/TRANS/WP.29/GRSP/2015/2) and (iii) the Injury Assessment Reference Values (IARVs)(ECE/TRANS/WP.29/GRSP/2017/3). Moreover, the IWG would provide, at that time, a final report of the activities of the group based on ECE/TRANS/WP.29/GRSP/2014/16. The Chair of GRSP offered to host the meeting of the IWG at its earliest convenience in Washington, D.C.
5. The expert from Germany, on behalf of the Chair of the IWG, informed GRSP that the group had met on 24 November 2017. As a result of this meeting, he was able to introduce the consolidated text of draft Amendment 2 to UN GTR No. 9 (GRSP-62-15-Rev.1), incorporating: (a) the flexible pedestrian legform impactor (FlexPLI) (ECE/TRANS/WP.29/GRSP/2014/15), (b) the new bumper test area (ECE/TRANS/WP.29/GRSP/2015/2) and the removal of the study reservation on the Injury Assessment Values (IARVs) (ECE/TRANS/WP.29/GRSP/2017/3). He also introduced the progress report of the IWG (GRSP-62-16) superseding ECE/TRANS/WP.29/GRSP/2014/16. GRSP was not yet in the position to adopt the proposal and requested the secretariat to distribute GRSP-62-15-Rev.1 and GRSP-62-16 with official symbols for final review at its May 2018 session. Moreover, GRSP requested the IWG to draft Addendum 3 to Mutual Resolution No. 1 of the 1958 and the 1998 Agreements to provide drawings and technical specifications of the FlexPLI. GRSP also requested the IWG to liaise with the FlexPLI manufacturer to have free availability of the above-mentioned technical information. Finally, GRSP agreed to seek endorsement from WP.29 and the Executive Committee of the 1998 Agreement (AC.3) at their March 2018 sessions to extend the mandate of the IWG by one year.
176. Submitted for consideration and vote, the proposal for Amendment 2 to UN GTR No. 9 on pedestrian safety (ECE/TRANS/WP.29/2018/160, ECE/TRANS/WP.29/2018/161 and ECE/TRANS/WP.29/AC.3/31) was adopted on 14 November 2018 by consensus vote of the following contracting parties present and voting: Australia, China, the European Union (representing Cyprus, Finland, France, Germany, Hungary, Italy, Lithuania, Luxembourg, the Netherlands, Romania, Slovakia, Slovenia, Spain, Sweden and the United Kingdom), India, Japan, Kazakhstan, Malaysia, Norway, the Republic of Korea, the Russian Federation, San Marino, South Africa and Uzbekistan.
177. The representatives from Canada, Tunisia and the United States of America abstained from voting.

Proposal to require seat belt components such as retractors to remain functional if damaged during the load-retention test according to Annex 9 of UN R17. Such components have occasionally been damaged during testing such that their functionality has been impaired. In order to ensure adequate occupant safety, this proposal would require all safety-belt components to be included in the test installation and require post-test inspection to confirm the continued functionality.

19. The expert from Germany introduced ECE/TRANS/WP.29/GRSP/2018/4, following the discussions at the December 2018 session of GRSP, which aimed to clarify that safety-belts and their components should continue to function after the load retention test. GRSP adopted the proposal as amended in Annex VI to the session report. The secretariat was requested to submit the proposal as draft 09 series of amendments to UN Regulation No. 17 for consideration and vote at the November 2018 sessions of WP.29 and AC.1.
17. The expert from Germany introduced ECE/TRANS/WP.29/GRSP/2017/25 aimed at clarifying that safety-belts and components should continue to function after the load retention test. He added that according to the current text of the UN Regulation, when safety-belt retractor destruction occurred during a test, there were no means to refuse the type approval. However, the expert from OICA argued that the text proposed still shows misinterpretations. Therefore, the expert from Germany, in cooperation with the experts from CLEPA and OICA introduced GRSP-62-37. The experts from the Russian Federation and Australia remarked on the need to verify cross references to other UN Regulations. The expert from OICA suggested that the proposal should be a new series of amendments instead of a supplement. In the meantime, the expert from France argued that it should be considered as a Supplement because it introduces clarifications. He requested further a study reservation. GRSP agreed to resume discussion on this subject at its May 2018 session and requested the secretariat to distribute GRSP-62-37 with an official symbol. Finally, the expert from Germany proposed to establish a Technical Service Group (TSG) to address interpretation issues, as for UN Regulation No. 44.
117. The representative of the United States of America presented proposals on ECE/TRANS/WP.29/2018/141 and ECE/TRANS/WP.29/2018/142 under agenda items 4.8.15 and 4.7.16, to amend UN Regulations Nos. 16 and 17. The World Forum recommended their submission to AC.1 for voting.

GRSP resumed discussion on this subject on the basis of a revised proposal of Germany (ECE/TRANS/WP.29/GRSP/2018/5) on how to secure a cab mounted on a vehicle on the test rig that allowed the use of rigid composite blocks and/or metal brackets instead of the wooden blocks, and on the necessity to secure the vehicle with ropes or chains for test C. GRSP adopted the proposal not amended and requested the secretariat to submit ECE/TRANS/WP.29/GRSP/2018/5 as draft Supplement 4 to the 03 series of amendments to UN Regulation No. 29 for consideration and vote at the November 2018 sessions of WP.29 and AC.1. GRSP was informed about an issue raised during at the February 2018 session of Working Party on Brakes and Running Gears about road accidents involving trucks that point to the mechanical failure of the steering gear. The expert from Germany clarified that UN Regulation No. 29 did not include the steering gear mechanism in its testing provisions.
20. GRSP agreed (ECE/TRANS/WP.29/GRSP/2017/26) on how to secure a cab mounted on a vehicle on the test rig allowing the use of rigid composite blocks and/or metal brackets instead of the wooden blocks (Annex 3, Appendix 1, para. 1), and on the necessity to secure the vehicle with ropes or chains for test C. The expert from Germany introduced GRSP-62-11 on tolerance for the position of the loading device during the test. GRSP agreed in principle with GRSP-62-11, to combine both documents and to resume discussion at the May 2018 session of GRSP to allow for any further provisions. The secretariat was requested to distribute GRSP-62-11 with an official symbol at the next session of GRSP.

GRSP resumed discussion on a proposal tabled by the expert from OICA (ECE/TRANS/WP.29/GRSP/2018/7) confirming that existing type approvals, granted on the basis of the preceding series of amendments, should remain accepted. GRSP adopted the proposal not amended. The secretariat was requested to submit the proposal as draft Supplement 4 to the 02 series of amendments and as draft Supplement 5 to the 01 series of amendments to UN Regulation No. 100, for consideration and vote at the November 2018 sessions of WP.29 and AC.1.
27. The expert from Belgium withdrew ECE/TRANS/WP.29/GRSP/2016/7. The expert from OICA introduced GRSP-62-31, aiming at correcting the transitional provisions in accordance with the General Guidelines for United Nations (ECE/TRANS/WP.29/2017/107) regulatory procedures and transitional provisions in UN Regulations (see para. 47 below). He explained the need to confirm that existing type approvals should remain valid as they were established at the time of the adoption of the 01 and 02 series of amendments. GRSP acknowledged the relevance of this issue and agreed in principle with the proposal, pending its official adoption at its May 2018 session. Therefore, the secretariat was requested to distribute GRSP-62-31 with an official symbol at its next session.
115. The representative of OICA presented document WP.29-176-03, containing a proposed correction to ECE/TRANS/WP.29/2018/134.
116. The World Forum considered the draft amendments under agenda items 4.8.1 to 4.8.14 and recommended their submission to AC.1 for voting, subject to the following corrections: In ECE/TRANS/WP.29/2018/134, page 2, for “4 December 2010” read “4 December 2012.”

39. The expert from OICA introduced GRSP-62-14, as an alternative proposal to ECE/TRANS/WP.29/GRSP/2017/27 tabled by the expert from EC, concerning the information in the airbag warning label on the correct installation of CRS on a passenger seat with an activated frontal airbag. He suggested that the proposal should be adopted as a new series of amendments to UN Regulation No. 16 (Safety-belts) instead of a Supplement and to regroup these kind of requirements in UN Regulation No. 16 only. He also underlined the problem of translation in all languages of the detailed information, which makes reference to the warning, that should be contained in the owner’s manual.
40. The expert from Australia explained that his country requires vehicles to be fitted with an airbag warning label through a national rule that requires vehicles to meet UN Regulation No. 94. He added that although his country also had a national rule that incorporates UN Regulation No. 16, this rule does not require vehicles to meet the airbag warning label requirements of UN Regulation No. 16. Therefore, he stated that removing the requirement for an airbag warning label from UN Regulation No. 94 would create a loophole, which would allow vehicles to be supplied to the Australian market without any airbag warning label.
41. GRSP agreed to resume discussion on this subject at its May 2018 session. The secretariat was requested to distribute GRSP-62-14 with an official symbol at the next session awaiting a possible revised proposal submitted by the expert from OICA.

24. GRSP resumed discussion on the proposal tabled by the expert from Germany (ECE/TRANS/WP.29/GRSP/2018/10), aimed at removing the static tests and improving the dynamic test on seat anchorages. The expert from Germany continued provide evidence to GRSP through a new presentation (GRSP-63-32 and a Video Presentation No. 1) to support his proposal. He stated that the current requirements of the UN Regulation allows the approval of seat systems in busses on the basis of a static test procedure which does not provide an adequate level of protection compared with the dynamic procedure. He added that tests with one seat model showed that occupants could be exposed to a high risk of death or serious injury in an accident from the collapse of the seat fixation. Finally, he informed GRSP that comparable seat fixations failure had been observed in bus accidents, and occupants had already been killed or seriously injured. He added that the German administration is concerned that these severe accidents could happen again in the future. The expert from the Russian Federation proposed to postpone the decision to the December 2018 session of GRSP. He justified his recommendation on the lack of research on the issue. He added that the Russian Federation considered it premature to exclude static tests from UN Regulation No. 80 and proposed to revise this type of test. He also suggested amending the dynamic test methodology according to ECE/TRANS/WP.29/GRSP/2018/10 and to the outcome of research conducted in the Russian Federation. Finally, he announced his intention to present these research results, accompanied with a draft amendment to UN Regulation No. 80 at the December 2018 session of GRSP. Several experts raised a study reservation to verify further statistical data. The expert from OICA also requested more time to prepare a revised proposal and requested to keeping GRSP-63-17 as a reference in the agenda of the next session.
25. GRSP agreed to resume discussion at the December 2018 session and invited experts to reach an agreement on this subject at that session.
51. The expert from Germany gave two presentations (GRSP-62-35 and GRSP-62-36) to introduce a proposal of amendment (GRSP-62-12) to the UN Regulation aimed at removing the static tests and improving the dynamic test on seat anchorages. Referring also to the video presentations Nos. 1 and 2, he provided evidence that seat anchorages tested statically do not reach the same level of safety as that tested dynamically and, therefore, they cannot be considered as equivalent. GRSP agreed to resume discussion on this subject at its May 2018 session and requested the secretariat to distribute GRSP-62-12 with an official symbol.
22. The expert from Germany introduced GRSP-64-22 and
GRSP-64-23 superseding ECE/TRANS/WP.29/GRSP/2018/10, aimed at removing Appendix 5 (static test requirements and procedure) from UN Regulation No. 80 (GRSP-64-22) and at improving the dynamic test (GRSP-64-23) in two different series of amendments. The expert from OICA suggested that both tests be maintained as alternatives and that the static test be improved as a first step. The expert from Italy supported the approach of the expert from OICA. The expert from the Russian Federation introduced GRSP-64-19 and Add.1, proposing to include the assessment of the dummy neck injury criteria into the dynamic test of the UN Regulation. The Chair of GRSP suggested creating a task force of concerned parties led by Germany to provide a revised official document that would incorporate GRSP-64-19 and other comments submitted to the secretariat by 15 February 2019. The expert from Germany agreed with the Chair’s proposal and the expert from OICA offered his contribution in drafting the revised document.
26. The expert from Germany informed GRSP that TF on UN Regulation No. 80 had not started work due to the absence of new proposals as an alternative to the previous proposal ECE/TRANS/WP.29/GRSP/2018/10, that had aimed at removing Appendix 5 (static test requirements and procedure) from UN Regulation No. 80. The expert from OICA introduced GRSP-65-29-Rev.1 which proposed a compromise to the complete deletion of the static test as the static test will provide the basis for a simpler testing of small projects or Class I vehicles. He proposed a two-step approach: (a) the first step was presented with GRSP-65-29 Rev.1 with more stringent requirement for the attachments and fittings of the seat and (b) the second step would be a revision of the static and dynamic test. The expert from the United Kingdom acknowledged the need of small manufacturers to retain a static test as alternative and supported the proposal as a viable compromise. The experts from Finland, Italy and Russian Federation expressed similar views. The expert from Germany acknowledged that GRSP-65-29-Rev.1 had partially solved the problem of construction and fixation, and thus should be intended as a compromise that could be improved in the future. The expert from the Netherlands suggested that in the future, only the dynamic test should be used. Finally, GRSP adopted GRSP-65-29-Rev.1, as reproduced in Annex IV of the session report. The secretariat was requested to submit GRSP-65-29-Rev.1 as new 04 series of amendments to UN Regulation No. 80, for consideration and vote at the November 2019 sessions of WP.29 and AC.1.

Under UN R129, the combination of a stiffer test bench foam and the design of the test dummy can mean that when testing forward-facing child restraints (including boosters), the dummy’s head often passes the DE plane. The Q-series dummies are not proven to be biofidelic during the rebound phase of the impact test. In such cases, the head pad or backrest provides protection to the child’s head and the energy-absorption properties of this structure will have been tested using the test method described in UN Regulation No. 129.
