UN R48: Proposal for Supplement 12 to the 05 series of amendments

Proposal to define specifications for the design and operation of external status indicators for Vehicle Alarm Systems (VAS), Alarm Systems (AS) and immobilizers under UN R48 pursuant to provisions of UN R97 and R116. Proposal also to address inconsistencies, clarify text, and correct terminology in Regulation No. 48: para. 5.7.2.1. editorial alignment of text with current terminology replace undefined “effective outlet” terminology with defined “apparent surface” reference reintroduction of missing reference to “transverse plane” in paras. 5.10.1. and 5.10.2. para. 6.2.9. and related subsequent paragraphs to clarify the application of the 2000 lumen criteria para. 6.26.9.2. to correct a cross-reference with UN R23.

UN R48: Proposal for Supplement 11 to the 06 series of amendments
Reference Number: WP.29/2018/84
Proposal to enable approval of side-marker and position lamps with regard to switching requirements when mutually incorporated. Vehicles include designs where lamps wrap around vehicle corners. In cases where optional side-marker lamps are grouped with a position lamp that is reciprocally incorporated with the direction indicator, it should be possible to switch off the side-marker lamp (as can be done with the position lamp) in order to improve conspicuity of the direction indicator. The proposal also defines specifications for the design and operation of external status indicators for Vehicle Alarm Systems (VAS), Alarm Systems (AS) and immobilizers under UN R48 pursuant to provisions of UN R97 and R116. The proposal also corrects and clarifies the following: para. 5.7.2.1. editorial alignment of text with current terminology replace undefined “effective outlet” terminology with defined “apparent surface” reference reintroduction of missing reference to “transverse plane” in paras. 5.10.1. and 5.10.2. para. 6.2.9. and related subsequent paragraphs to clarify the application of the 2000 lumen criteria para. 6.26.9.2. to correct a cross-reference with UN R23 measurement of the minimum height in relation to the ground for dipped beam headlamps (para. 5.8.2).

UN R16: Proposal for the 08 series of amendments
Reference Number: WP.29/2018/141
Proposal to: harmonize airbag warning labels regarding the correct use of a child restraint system in a seating position equipped with an activated frontal airbag in order to prohibit the display of additional information unrelated to child safety, and clarify that only a 3-point-belt shall be permitted for the driver seating position in order to address differing interpretations among Technical Services regarding which requirements apply for driver position seat-belt approval. As from 1 September 2020, authorities will not be obliged to accept applicable type approvals to the preceding series of amendments that were first issued on or after 1 September 2020. As from 1 September 2022, they will not be obliged to accept any applicable approvals to the preceding series. These transitional provisions only apply to vehicles equipped with airbags. Approvals for seat belt and restraint systems remain valid.

UN R17: Proposal for the 09 series of amendments
Reference Number: WP.29/2018/142
Proposal to require seat belt components such as retractors to remain functional if damaged during the load-retention test according to Annex 9 of UN R17. Such components have occasionally been damaged during testing such that their functionality has been impaired. In order to ensure adequate occupant safety, this proposal would require all safety-belt components to be included in the test installation and require post-test inspection to confirm the continued functionality. The transitional provisions phase in the new requirements during September 2020-September 2022.
