Proposal to amend the test procedure for reversing lamps and maneuvering lamps equipped with light sources other than filament lamps. Currently, the lamps are required to meet photometric parameters after one minute and 30 minutes of operation. Under normal use, these lamps are operated for no more than six minutes at a time. This proposal would set the second measurement point at 10 minutes rather than 30 minutes. This change would also align the procedure with SAE standard J1889.1.

The concern is that the rear trunk lid commonly used for four-wheeled vehicles may be adapted for future scooter type motorcycles to secure the storage space for helmet, etc. Current lamp requirements impose design constraints that may hamper the proper development of such storage features.

According to Regulation No. 119, cornering lamps that are equipped with light sources other than filament lamps, are required to meet the relevant photometric requirements after one minute and after 30 minutes of operation. However, under normal traffic conditions, these lamps are operated for no more than 6 minutes. This proposal as approved by the GRE would would require the second test after 10 minutes instead of the current 30 minutes, in accordance with standard SAE J1889.

Proposal for amendments to draft Revision 3 of the 1958 Agreement

Certain UN Regulations contain provisions to allow for local divergence from the uniform requirements they present. The draft Revision 3 of the 1958 Agreement refers categorically to these “special provisions”. Since such provisions work against the principles of harmonization and mutual recognition of approvals, OICA proposes to clarify that the 1958 Agreement recognizes such provisions as existed prior to Revision 3 without institutionalizing the recourse to such deviations as a regular part of the UN regulatory process.
