Proposal for a task force to conduct discussions for drafting the regulation to incorporate the Euro 4-level requirements of UN GTR No. 2 into UN R40. Malaysia and Japan will serve as co-chairs. The Task Force shall review the Euro 4 level requirements and any relevant provisions of UN GTR No. 2 and assess their suitability for transposition into UN R40 under the 1958 Agreement framework. The Task Force shall develop draft regulatory text covering test procedures and test conditions, pollutant limit values and related technical parameters, reference fuels and associated testing requirements, administrative and type approval provisions, and transitional provisions and entry-into-force considerations. Target for submission of informal document for draft UN R40-03 is 96th GRPE scheduled in April 2027.

The agenda includes:

• Transposition of UN-GTR 2 into UN R40 based on WP.29/2026/24 02 series amendments,
• Feedback from the previous session consolidated in EPPR-74-09-Rev.2,
• Maximum power determination discussions referencing prior documentation,
• Battery electric vehicle range determination standardization including SAE J2982 procedures,
• Deterioration factors in GTR 23 durability using EPPR-56-04, EPPR-65-04Rev.1, and EPPR-65-05 analyses.

The 74th EPPR Informal Working Group Meeting on Environmental and Propulsion Performance Requirements of L-category vehicles was held on 8 July 2026. Discussion focused on transposing UN-GTR No. 2 into UN Regulation 40, with the group agreeing to establish a Task Force for Euro 4 transposition and setting 21 August as the deadline for supplementary questionnaire information and Task Force feedback. The group continued information exchange on maximum power determination, battery electric vehicle range standardization using SAE J2982 procedures, and deterioration factors in GTR 23 on durability, with no new updates or conclusions reached on next steps for these agenda items.

The agenda includes adoption of EPPR-74-01 and EPPR-73-04, transposition of UN-GTR 2 into UN-Regulation 40 across Euro 3, 4, and 5 emission levels using documents GRPE-93-07-Rev.1, GRPE-92-12, GRPE-92-13, GRPE/2025/22, GRPE-93-26, EPPR-73-02, and EPPR-73-03, maximum power determination discussions using EPPR-22-15 through EPPR-59-04, battery electric vehicle range determination standardization using EPPR-53-04 through EPPR-59-03, and deterioration factors in GTR 23 using EPPR-56-04 and EPPR-65-05. Next meetings are scheduled for 7 September 2026 and October 2026 in conjunction with 95/GRPE.

The 73rd EPPR Informal Working Group Meeting on Environmental and Propulsion Performance Requirements of L-category vehicles was held 1 June 2026. The agenda and previous meeting report EPPR-72-03 were adopted without changes. The IWG discussed transposing UN-GTR No. 2 to Euro 3, 4, and 5 emission levels through incremental steps; the new 02 series of amendments to R40 was adopted by March 198/WP.29 (WP.29/2026/24), and IMMA presented a draft 03 series for Euro 4 level. The IWG agreed to identify legislative gaps via questionnaire due 26 June. Information was exchanged on maximum power determination, battery electric vehicle range determination standardization using SAE J2982, and deterioration factors in GTR 23 on durability. The next meetings are scheduled for 8 July 2026, 7 September 2026, and October 2026.

Proposal for a 03 series of amendments, modifying para. 5.4.1.4 (Table 5) to change emission limits for Classes 1, 2, and 3, amending para. 5.4.2.2 to establish CO measurement requirements at idle, adding para. 5.4.4.3 to establish requirements for O₂ content and lambda measurement at high idle with specified calculation methods, modifying para. 12 to change transitional provision references from 02 to 03 series, and inserting comprehensive new technical requirements throughout Annexes 1 through 7 and their Appendices 1 through 12 concerning vehicle propulsion unit families, test procedures for Type I, Type II and Type VII tests, exhaust dilution systems, driving cycles, gearshift procedures, reference fuels, chassis dynamometer specifications, and related emissions testing methodologies applicable to vehicles of category L₃, L₄ and L₅.
