Exchange of communications between the secretariat and the UN Office of Legal Affairs concerning the simplification of lighting and light-signalling Regulations (SLR). GRE proposed to consolidate around 30 Regulations on different individual lighting and light-signalling devices (lamps) into three new Regulations (forward lighting, light-signalling, and retro-reflective devices). OLA provides general comments in response to GRE questions intended to ensure that the selected approach respects the legal and administrative requirements of UN treaties and specifically the 1958 Agreement.

Proposal from the informal working group on the Simplification of Lighting Regulations to consolidate data sheets for light-source categories (UN R37 on filament lamps, UN R99 on gas-discharge light sources, and UN R128 on LED light sources). The data sheets for light sources are moved from Annexes 1 of these Regulations to the proposed Resolution. Moreover, the proposals to phase out some filament light source categories (ECE/TRANS/WP.29/GRE/2015/29), to introduce new LED light source categories LW3, LY3, LR5, LW5 and LY5 and to align some drawings of category LR4 (ECE/TRANS/WP.29/GRE/2015/30), all adopted by the Working Party on Lighting and Light-Signalling at its seventy-fourth session, were merged with this proposal.

A mock-up for the proposed regulation consolidating the current forward lighting device regulations, illustrating how the application of the device subparts would be shown in the “Status of the 1958 Agreement” registry of applications, approval authorities, and technical services. The approach would be to add a column listing the lighting functions for which each Contracting Parties accepts/issues approvals.
