Because the new lighting device regulations (LSD, RRD, and RID) each cover multiple lighting functions (e.g. direction indicators, marker lamps, DRL in the LSD regulation), the potential exists for a change in stringency to impact some, but not all functions within the scope of each regulation. The change index is proposed in order to track the impact on each function and so restrict the need for new type approvals only to those functions impacted by a change in stringency.

Recent amendments to the Canada Motor Vehicle Safety Standard (CMVSS) 108 allows UN Regulation
headlamps to be used on vehicles in Canada. CMVSS 108 specifically refers to the existing UN Regulations. In order to continue the acceptance of headlamps compliant with UN Regulations in Canada after the switch to the new Road Illumination Devices (RID) regulation, the current regulations should make clear references to RID before they are frozen and superseded.

Proposal from the SLR informal group to improve the text of the draft new UN Regulation on retro-reflecting devices (RRD). The proposal adds that the definitions in UN R48 apply unless the regulation or the vehicle-category-specific regulations (UN R53, 78, 86) specify different applicable definitions, to clarify that the construction provision and prohibition on use of paints or varnishes under paragraph 4.1.6 only apply to retro-reflectors, to correct the omission of Class F devices from the title of paragraph 5.4., and to add the water-resistance test (from UN R69 and R70) to Annex 7. The amendments, if approved, are intended to be considered with the original draft of the new Regulation sent to the November 2018 WP.29 for adoption (WP.29/2018/159).
