Proposal to insert new paragraphs 3.1.1, 3.1.2, 3.2.2, and 4.6 to 4.6.6 in UN Regulation No. 157. The manufacturer shall provide approval authorities with a single point of contact, expected granting approval authority, and brief details of the ALKS and its ODD prior to application for approval. The granting approval authority shall inform receiving approval authorities of territories where ALKS can be active and provide specified information at least 30 days before granting approval. Receiving approval authorities may provide comments within 30 days, with disputes resolved per the 1958 Agreement. These provisions apply to both the original version and the 01 series of amendments, referencing WP.29/343.

Proposal to amend Annex 4 and introduce Annex 7 regarding critical incident reporting:

• Amend paragraph 3.5.4 to require the manufacturer to report critical incidents to the granting type-approval authority
• Insert new paragraph 3.5.4.1 requiring the type approval authority to upload information received from the manufacturer in English language to the secure internet database “DETA” without undue delay but no later than 14 days after receipt
• Introduce new Annex 7 providing guidance for data exchange via DETA in accordance with paragraph 3.5.4.1.

Proposal to introduce clarifications and references to lane markings and ELKS provisions:

• Include ELKS effectiveness not be adversely affected by magnetic or electrical fields per UN R10 05 series
• Vehicle operating instructions include situations where ELKS is automatically deactivated
• Reference lane markings in UN R130 01 series amendments in paragraphs 6.5.2, 6.6.2.1, 7.2.1, and 8.2.1
• Amend tyre pressure and warning threshold test procedures
• Insert transitional provisions (May 2027-May 2029)

Proposal to insert new Paragraph 6.2.5.1.1. into UN R79 (Supplements 17 to 03 series and 12 to 04 series):

• Insert new Paragraph 6.2.5.1.1. into UN R79
• If requested by the vehicle manufacturer, the vehicle may undergo up to ten figure-eight manoeuvres, where each loop of the figure is 40m diameter at 10km/h speed with intact steering equipment, before the measurement of steering efforts with a failure in the steering equipment
• Clarify pre-test conditions for measuring steering effort under a failure condition
• Stabilize power steering oil temperature, particularly for vehicles of category N₃ and M₃

Proposal to correct paragraph 5.6.1.2.9. of Supplement 1 to the 04 series of UN R79, Supplement 6 to the 03 series of UN R79, and Supplement 3 to the 02 series of UN R79. For RCP systems based on detection of driver position and movement, the deactivation referred to in paragraph 5.6.1.1.3. shall be through a simple and obvious action that will be recognised by the system.

Proposal to insert new paragraph 1.2.3 relating to vehicles of categories X and Y, amend footnotes 1 and 3 to reference the Consolidated Resolution on the Construction of Vehicles (R.E.3.), document ECE/TRANS/WP.29/78/Rev.8, and insert new paragraph 5.7 stating that while an ADS feature is active, the BAS shall not influence the performance of the braking system.

Proposal to amend paragraph 1.1.1. to insert a new footnote 7 defining replacement brake lining assemblies; amend footnote 4 referencing the Consolidated Resolution on the Construction of Vehicles; and amend Annexes 3, 4, 7, 11, and 14 to establish special provisions for vehicles equipped with an Automated Driving System, including dedicated activation methods for braking tests, demonstration requirements for test activation method accuracy, recording of braking demand in test reports, and speed limitations at 90 per cent of v_max for vehicles of categories X and Y.

Proposal to insert a new paragraph at the end of the introduction, amend paragraph 1 to clarify that the Regulation does not apply to vehicles of Categories X and Y, amend footnotes 1, 2, and 3 to reference document ECE/TRANS/WP.29/78/Rev.8, and insert new paragraph 5.6. with provisions that the LDWS function shall be deactivated upon activation of an ADS feature and automatically reinstated upon deactivation of an ADS feature.

Proposal to amend paragraph 5.6.1.2.9. of UN R79 to require that for RCP systems based on detection of driver position and movement, the deactivation referred to in paragraph 5.6.1.1.3. shall be through a simple and obvious action that will be recognised by the system.

Proposal to amend paragraph 4.4.3. to add letter “X” preceding the approval number when ACSF of Category A, B1 or C have been exempted from technical requirements or when the steering system exhibits functionality defined as ACSF of Category B2, D or E; amend paragraph 5.6.1. to add provisions for vehicles equipped with ACSF of Category A unless equipped with a DCAS complying with UN R171; and amend paragraph 5.6.1.2.9. regarding deactivation of RCP systems based on detection of driver position and movement through a simple and obvious action.

Proposal to amend paragraph 4.4.3. to add a letter “X” preceding the approval number when ACSF of Category A, B1 or C are exempted from technical requirements or when the steering system exhibits ACSF of Category B2, D or E functionality, to require vehicles equipped with ACSF of Category A to fulfil requirements unless equipped with a DCAS complying with UN Regulation No. 171, and to require deactivation of RCP systems based on driver position detection through a simple and obvious action.

Proposal to modify paragraph 5.2.1.31 to clarify that when a vehicle is equipped with means to indicate emergency braking, activation and deactivation of the emergency braking signal shall only be generated by application of the service braking system regardless of its means of activation under the specified conditions.

The Informal Working Group on Advanced Emergency Braking System is scheduled for 22 April 2026, starting at 8:00 pm JST, 01:00 pm CET, and 7:00 am EST, finishing at 11:00 pm JST, 04:00 pm CET, and 10:00 am EST. The agenda includes confirmation of terms of reference and leadership in document AEBS2-01-02, proposal of timing in document AEBS2-01-03, planning of work, other business, and listing of action items and next meetings.

The Informal Working Group on Advanced Emergency Braking Systems shall review current regulatory actions and data on Automated Emergency Braking Systems and provide recommendations on future regulatory actions including revisions to UN Regulation No. 152. The IWG shall examine current AEBS regulations worldwide, assess accident situations for passenger vehicles, draft performance requirements for collision scenarios involving pedestrians at night, investigate regulatory improvements for increased avoidance speed and additional collision points, and investigate feasibility to avoid false activation for light vehicles. The IWG shall deliver complete regulatory text for UN Regulation No. 152 by September 2028.

The AEBS informal working group will hold nine meetings from April 2026 to September 2028. The 1st meeting on 22 April 2026 will confirm terms of reference and plan work distribution. Subsequent meetings will address input from control parties and industry, night lighting conditions, speed reduction requirements, false positives, and drafting. In-person meetings are scheduled for September/October 2026 in an unspecified location, March 2027 in Germany, July 2027 in China, and May and September 2028. Progress will be reported at GRVA sessions 25–32. A draft regulation will be submitted as an informal document in May 2028 and as a formal document in September 2028.

Proposal to clarify that the Regulation does not apply to vehicles of categories X and Y, add an alternative approval pathway for certain vehicles using UN R152 requirements, allow continued extension of approvals for 12 months, amend paragraph 10 of Annex 1, and revise Annex 2 (approval mark arrangements).

Proposal to amend UN R13, 13-H, 79, 89, 130, 131, 139, 140, 152, 155, 156, 157, 171, 175, and 178 by introducing provisions on software identification and software updates. Amendments add new paragraphs referring to Software Identification Number definitions in Consolidated Resolution R.E.3, require manufacturers to provide Technical Services with information on hardware and software influencing performance, permit vehicle manufacturers to apply for new approvals differentiating software versions for registered versus new vehicles while avoiding test duplication, and modify production discontinuation provisions to exclude cases where manufacturers seek approval extensions for software updates of registered vehicles.

The Informal Working Group on EV/HFCV Retrofit Systems held its seventh meeting on 5th March 2026. The group adopted the provisional agenda, approved minutes of the previous meeting, and acknowledged ongoing activities under GRPE, GRSP and GRVA. Electrical safety review will continue once clarification regarding UN R100 is available. Cybersecurity discussions covered very old vehicles, older vehicles without cybersecurity provisions, and modern vehicles compliant with UN R155. Braking aspects and the structure of the draft UN Regulation were discussed, including vehicle versus system approval approaches and minimum and maximum vehicle age within the regulation’s scope.

Proposal to insert new paragraph 5.3. into UN R178 (Emergency Lane Keeping Systems). The new paragraph requires that the effectiveness of ELKS shall not be adversely affected by magnetic or electrical fields, demonstrated by fulfilling technical requirements and respecting transitional provisions of the 06 or any subsequent series of amendments to UN R10. This proposal aims to ensure Electromagnetic Compatibility and make the reference future proof for potential ELKS requirements in future series of amendments to UN R10, based on GRVA-24-05/Rev.2.

The Finnish Crash Data Institute analyzed fatal road crashes involving AEB-fitted passenger cars from 2018–2023. In 10 cases, AEB systems had missing functionalities: crossing traffic detection failed in 7 crashes, large animal detection in 2, and pedestrian detection in 1. Six crashes occurred with AEB operating outside its Operational Design Domain due to speed limitations or non-standard targets. In 8 crashes, active driver input prevented AEB activation. For not-at-fault parties, AEB systems could not detect oncoming vehicles in 14 crashes. Overall, AEB initiated braking in only 2 of 75 examined crashes, though systems functioned as designed within known constraints.

Proposal to address automated driving systems, vehicles of categories X and Y, steering control alternatives, test procedures, and ESC system operational requirements.

Proposal to amend Annex 1B, paragraph 1. to add “If applicable,” before “name and address of manufacturer’s representative” and to renumber the existing paragraph 2 as paragraph 1. This proposal resolves inconsistency between communication forms 1A and 1B of UN R90. The term used for responsible entities, the manufacturer’s representative, was modified only in communication form 1A for replacement brake lining assemblies and replacement drum brake linings, so communication form 1B for replacement brake discs and replacement brake drums requires the same amendment to ensure consistency.
