Criteria for dual-axis chassis dynamometers have been added to the GTR in paragraph 2.3 in Annex 5, with the intention to make the use of a dual-axis chassis dynamometer mandatory for vehicles tested in 4WD mode. Though these criteria were put in place, there was no specific requirement added to include the requirement that vehicles tested in 4WD mode are actually tested on a dual-axis chassis dynamometer. This proposal would add a paragraph to address this omission.

US and Canada position on the draft fire exposure test for electric vehicles. Pursuant to Canadian testing, the US and Canada do not see a need for additional testing of electric vehicles (as opposed to ICE vehicles) because the battery and electric systems do not show any cause for special concern in vehicle fires. Battery pack testing could be considered in a later phase in the development of the safety regulation if warranted.
IMMA proposal for connector specification under the draft motorcycle OBD GTR

The current draft GTR refers to the ISO 15031-3 16-pin connector which was developed for road vehicles (e.g., cars). ISO15031-3 is not suitable for use in all motorcycles/mopeds since such connectors need to satisfy specific requirements such as watertightness and smaller size.
ISO SC38/WG4 recently adopted ISODIS 19689 for an OBD connector that satisifies needs for watertightness, size (6 pins), optimized contacts, accessibility and chemical resistance. Publication of ISO 19689 is expected in April 2016. IMMA thus proposes to make reference to this ‘PTW specific’ connector standard.
EVS Task Force 1 (Protection against Water): Justification for an isolation monitoring system requirement

The isolation monitoring system monitors the isolation resistance of the vehicle system periodically or continuously and warns if isolation loss is detected. Japan proposes this requirement in order to signal problems with isolation so the vehicle can be brought in for service before the failure reaches higher severity where the occupant could receive an electrical shock.

The presentation suggests that at least two methods exist for the measurement of brake wear particles that could be used to establish a harmonized test cycle for use across different markets. Tyre wear presents challenges in distinguishing tyre particles from road particles. The group may inform GRPE that the possibility of a uniform brake wear test cycle exists should the Contracting Parties wish to pursue this.

Proposal to adapt the 06 and 07 series of amendments to Regulation No. 83 to Selective Catalytic Reduction (SCR) warning and inducement systems to current vehicles, emissions requirements and reagent infrastructure. In light of further vehicle weight reduction for CO2 optimization and the resultant vehicle packaging challenges, diesel cars will likely have smaller AdBlue® reagent tanks. For passenger cars, the warning indicator to refill AdBlue® has to be activated at 2,400 km of remaining reagent range which could result in very frequent refills of smaller reagent tanks. This proposal would allow for reagent refill inducement warnings as a percentage of tank capacity. For heavy-duty vehicles, the warning has to be activated at least at a reagent level of 10 per cent of total reagent tank volume. The inducement system has to be activated at least at 2.5 per cent of reagent level.

During the June 2016 GRPE session, AEGPL raised concerns regarding the back-to-back approach for the simplified test of retrofitted dual-fuel engines because, in some cases, the hydrocarbons (HC) and/or carbon monoxide (CO) emission values of the original diesel engine are far below the emission limit (see GRPE-73 session report, para. 28). AEGPL proposed a solution in document GRPE-73-07. However the Netherlands is concerned that:
The emission performance of the selected diesel engine is not known (above or below the emission limit and how far from the limit);
Non-methane hydrocarbons (NMHC) emission cannot be disregarded because NMHC is an important air quality regulated pollutant emission; and
The diesel emissions of CO and HC could be far below the emission limit and hence a factor of two would not be sufficient while increasing this factor is problematic.
Contracting Parties and stakeholders have discussed a solution, presented in this proposal, to compare measured emissions of a retrofitted dual-fuel engine with the brake specific emission limits using a CO2 specific emissions approach. This proposal would amend the draft regulation pending before WP.29 (document WP.29/2016/110).
Proposal for Amendment 2 to global technical regulation No. 15

Amended Phase 2a Worldwide Light vehicles emissions Test Procedure (WLTP). Versions of the amended GTR highlighting the changes to the original regulation are available in word format and pdf format. The amendments address:
If an alternative value is applied for a parameter, such as a higher n_min_drive or an ASM, this parameter value has to be the same within an interpolation family (Paragraph 5.6.1.).
The mass in running order used for the calculation of the power to mass ratio is replaced by mass in running order minus 75 kg (paragraph 1. of Annex 1).
Idle engine speed n_idle is removed from the power curve measurement requirement (paragraph 2. of Annex 2).
The additional safety margin (ASM) value may be decided by manufacturer rather than the prescribed exponential curve (paragraph 3.4. of Annex 4).
The number of decimal place of road load coefficients is defined (paragraph 2.4. of Annex 4).
Additional restrictions are set to the application of the split run method for coastdown testing (paragraph 4.3.1.3.4. of Annex 4).
Specific data rejection criteria are added (paragraph 4.3.1.4.3. of Annex 4).
The “delta method” for road load determination is added (paragraph 6.8. of Annex 4 and other paragraphs. See section 4.4.25.for more detail).
The roller radius correction factor is modified(paragraph 6.6.3. of Annex 4).
The allowable combination of the test vehicle selection and family requirements are further clarified (paragraph 4.2.1.3. of Annex 4 and other paragraphs of Annex 4).
Provisions for an additional cooling fan are included(paragraph 1.1.5. and 1.1.6. of Annex 5).
The correction of measurement/recording frequency requirements are specified (over several annexes).
Calculation of the n/v ratio is defined (paragraph 8. of Annex 7).
The stepwise procedure for calculating the final test results of OVC-HEVs is added (paragraph 4.6. of Annex 8).
Draft transitional provisions for UN Regulations No. 83 and No. 101 following the transposition of GTR No. 15 through new UN Regulation on WLTP

During the 169th session of WP.29 (para. 39 of the session report), the World Forum was informed that, following the entry into force of the new European legislation on provisions on real driving emissions and Worldwide Harmonized Light Vehicle Test Procedure (WLTP) as of September 2017, no new vehicles will be allowed to enter into the European market without fulfilling these new provisions.
WP.29 agreed to introduce transitional provisions in UN Regulations Nos. 83 and 101 to specify that Contracting Parties applying UN Regulations Nos. 83 and 101 which would also apply WLTP as defined in UN GTR No. 15 (such as the EU) would have no obligation to accept type-approvals granted on the basis of test cycles other than WLTP as of September 2017 (para. 41 of the 169th session report). WP.29 requested the secretariat to prepare an official document for the WP.29 March 2017 session, subject to the endorsement of GRPE at its January 2017 session, on supplements to UN Regulations Nos. 83 and 101 introducing such transitional provisions.
Thus, the secretariat has prepared this text to allow for such a derogation from mutual recognition requirements under UN R83 and R101 until such time as GTR 15 has been transposed into UN Regulations under the 1958 Agreement.
