Though these criteria were put in place, there was no specific requirement added to include the requirement that vehicles tested in 4WD mode are actually tested on a dual-axis chassis dynamometer. US and Canada position on the draft fire exposure test for electric vehicles. Pursuant to Canadian testing, the US and Canada do not see a need for additional testing of electric vehicles (as opposed to ICE vehicles) because the battery and electric systems do not show any cause for special concern in vehicle fires. Battery pack testing could be considered in a later phase in the development of the safety regulation if warranted.

Proposed justifications for inclusion of testing of electric vehicle systems against water infiltration as well as for exemption from such testing.

India proposals for amendments to the draft motorcycle OBD working draft text (document EPPR-14-06).

The current draft GTR refers to the ISO 15031-3 16-pin connector which was developed for road vehicles (e.g., cars). ISO15031-3 is not suitable for use in all motorcycles/mopeds since such connectors need to satisfy specific requirements such as watertightness and smaller size.

ISO SC38/WG4 recently adopted ISO DIS 19689 for an OBD connector that satisifies needs for watertightness, size (6 pins), optimized contacts, accessibility and chemical resistance. Publication of ISO 19689 is expected in April 2016. IMMA thus proposes to make reference to this ‘PTW specific’ connector standard.

The isolation monitoring system monitors the isolation resistance of the vehicle system periodically or continuously and warns if isolation loss is detected. Japan proposes this requirement in order to signal problems with isolation so the vehicle can be brought in for service before the failure reaches higher severity where the occupant could receive an electrical shock.

Adopted technical report on the development of a new draft global technical regulation (gtr) on the measurement procedure for two- or three-wheeled motor vehicles equipped with a combustion engine with regard to the crankcase and evaporative emissions.

Under the auspices of the US EPA, FEV North America, Inc. conducted an extensive literature review on the subject of EV battery durability for the EVE Informal Working Group. The review examines the electrochemical basis for the deterioration of batteries used in BEV, HEV, and PHEV applications along with testing activities performed on such electrified vehicles and automotive grade cells, battery packs, etc.

UN Regulations Nos. 49 and 83 include provisions for a “driver inducement system” that alerts drivers of low reagent levels (urea, etc.) critical to correct emissions control performance and eventually prevents vehicle operation if the reagent tank is empty. Under UN R49 (para. 5.2), rescue, police, and other emergency/special use vehicles are exempted from this requirement. This proposal would extend the same treatment under UN R83.
