Electric Vehicles and the Environment: Report of the 98th (July 2026) session
Reference Number: EVE-98-10/Rev.1
The 98th EVE IWG session held virtually on July 15, 2026, adopted the agenda and discussed Phase 4 priorities for UN GTR 22, including Minimum Performance Requirements, State of Certified Range, conditioning cycles, and mutual recognition. Japan proposed sharing Part C verification results with all Contracting Parties. The IWG reviewed UN GTR 21 and UN GTR 25 status, covering MPRs, energy throughput, virtual distance verification, and battery replacement provisions. OICA will present their MPR position at EVE 100 and share Part C verification results at EVE 99. Japan will consult on hosting 2027 meetings targeting the week of February 15th.

GTR 22: Proposal to revise provisions and formulas regarding UBE(certified) values
Reference Number: EVE-99-15
Proposal to revise provisions and formulas in GTR 22 Annex 3, paras. 2.1.2. and 3.1.2., UN R154-04 Annex C1, Appendix 2, paras. 2.1.2. and 3.1.2., and UN R83-09 Appendix 5, para. 3.1.2. to make UBEcertified values positive and select the maximum absolute value. The document EVE-63-11e addresses concerns that when the interpolation method is applied under GTR No. 15 / UN R154, UBEcertified values become negative, contrary to regulatory intent. Revisions ensure UBEcertified is determined by selecting the maximum absolute value amongst vehicle H, vehicle L, and vehicle M where applicable.

GTR 21: Proposal for Amendment 2 to UN GTR No. 21
Reference Number: WP.29/2026/205
Proposal to establish a harmonized method for determining system power ratings of hybrid electric vehicles and pure electric vehicles with multiple propulsion energy converters. The GTR specifies two test procedures (TP1 and TP2) to measure power at defined reference points analogous to conventional engine output shafts. TP1 measures electrical power and estimated ICE power; TP2 measures torque and speed at axles or wheel hubs. The procedure identifies reference points based on powertrain architecture, requires manufacturers to provide verifiable K factors for energy conversion efficiency, specifies measurement accuracy requirements, and includes validation criteria. The GTR applies to vehicles in categories M1–M2 and N1–N2 with maximum laden mass not exceeding 3,500 kg, excluding fuel cell vehicles.

GTR 25: Proposal for Amendment 1 to UN GTR No. 25 on In-vehicle Battery Durability for Electrified Heavy Duty Vehicles
Reference Number: WP.29/2026/209
Proposal to establish harmonised methods for determining in-vehicle battery durability performance of heavy duty pure electric vehicles and heavy duty off-vehicle charging hybrid electric vehicles. The GTR introduces a State of Certified Energy monitor to track battery health over time, defines minimum performance requirements as optional provisions by contracting parties, and specifies in-use verification procedures in two parts: Part A verifies monitor accuracy through measurement of usable battery energy using four alternative test methods, and Part B verifies battery durability against minimum performance requirements through remote data collection from vehicle samples. Virtual distance calculations account for energy used in vehicle-to-grid, power take-off, and non-traction applications.

UN R179: Proposal for a new Supplement
Reference Number: PMP-56.5-05
Proposal to improve and correct the procedure for laboratory measurement of brake emissions for light-duty vehicles of categories M₁ and N₁. The regulation establishes requirements for brake particle emission testing including test setup, the WLTP-Brake cycle test procedure, cooling air adjustment, brake bedding, and emissions measurement sections. Compliance is demonstrated through brake corner emission family testing with PM₁₀ and SPN₁₀ measurements. Conformity of production is verified through periodic sampling and statistical evaluation. Type approval requires demonstration that whole vehicle brake emissions calculated from individual axle emissions multiplied by friction braking share coefficients do not exceed limits of 3 mg/km PM₁₀ for M₁ and N₁ vehicles and 5 mg/km for N₁ Class III and N₂ vehicles.

Single-Wheel Trailer for Tyre Wear Tests on C3 Tyres
Reference Number: TA-52-03
Presentation on single-wheel trailer technology for measuring tyre wear on C1, C2, and C3 tyres. The document describes a narrow trailer with one measuring wheel that eliminates vehicle-specific influences such as axle geometry, suspension kinematics, and drivetrain concepts to enable direct comparison of tyres from different manufacturers. The trailer uses a Cardan joint coupling that transmits roll movement from the towing vehicle while allowing pitch and yaw movements, with adjustable ballast positioning to control wheel load. Comparison tables show that the single-wheel trailer method produces results similar to outdoor convoy testing for lateral force, braking force, and camber while avoiding wheel load transfer effects present in conventional vehicle testing.
