The expert from the Republic of Korea presented GRSG-115-14-Rev.1 to add in UN Regulation No. 121 a new symbol for “power on/power off” controls in vehicles equipped with an electric powertrain, such as electric vehicles. GRSG noted some comments. The expert from the Republic of Korea volunteered to review his proposal taking into account the comments received. GRSG agreed to resume consideration of this subject at its next session in April 2019 on the basis of an official document.

51. GRSG agreed to resume consideration on this item at its next session in October 2019.

GRSG adopted the proposal as reproduced below and requested the secretariat to submit it to WP.29 and AC.1 as draft Supplement 4 to the 01 series of amendments to UN Regulation No. 121 for consideration at their March 2019 sessions. (See note by the secretariat under para. 21 above.)

Proposal pursuant to discussions on the application of footnote 18 under Table 1 concerning tell-tale symbols and the use of colours to convey different meanings. ISO standard 2575-2004, para. 5.1. allows for the use of different colours to convey a change in the operating condition. This proposal would remove the current footnote 18 text and application of the footnote to telltales 2, 9-12, and 19 pending a decision on the proposal to apply a revised footnote to the master lighting switch (tell-tale 1). Paragraph 5.4.1.1. of UN R121 references ISO 2575-2004 which was developed to simplify the application of UN R121 when colour changes are adopted in other UN Regulations; however, OICA submits that the footnote which references ISO 2575-2004 in relation to specific lighting devices or systems creates a degree of confusion. (If approved, this proposal would likely impact Supplement 3 to the 01 series rather than Supplement 2 given that WP.29 at its November 2017 session adopted the proposal to add a telltale and symbols for “Accident Emergency Call System (AECS)” and to align UN R121 with the 07 series of amendments to UN Regulation No. 16 as Supplement 2 to the 01 series.)

43. Recalling discussions at the previous GRSG session on the handling of colour changes of controls, tell-tales and indicators, the expert from OICA presented ECE/TRANS/WP.29/GRSG/2018/6 as a long-term solution. He explained that the proposal aimed to remove the references in Table 1 to footnote 18 and to only keep the reference to standard ISO 2575:2004. GRSG noted study reservations by the experts from France and the United Kingdom. GRSG agreed to resume consideration of this subject at its next session.

Underlining the importance of colour for tell-tales, the expert from France preferred to keep footnote 18. The expert from OICA offered to review the proposal and to insert a new footnote for the tell-tales that impose colour. GRSG agreed to resume consideration of this subject at its next session on the basis of a revised document jointly prepared by the experts from France and OICA.

- this symbol may be replaced by different symbols for seats other than those of the front row. Therefore, a new footnote 22 is added to item 21.
In addition, paragraph 5.1.5. is modified and paragraph 5.1.7. introduced to take into consideration the content of GRSP/59, page 24, regarding paragraphs 8.4.3.2.1. and 8.4.4. on safety-belt reminders for occupants of rear seat row(s). This proposal does not change any of the technical requirements of UN R121.

The expert from Belgium presented ECE/TRANS/WP.29/GRSG/2016/5 proposing to remove the new safety prescriptions for trolleybuses from UN Regulation No. 107 and insert them into UN Regulation No. 100 on electric power trained vehicles. The expert from UK raised concerns about the differences in the scopes of both Regulations and their application to trolleybuses. GRSG noted the comments by the Working Party on Lighting and Light-Signalling (GRE) about possible alignments of UN Regulations Nos. 107 and 116 with UN Regulation No. 10 on electromagnetic-compatibility (GRSG-110-04). The expert from OICA introduced GRSG-110-08-Rev.1 on the applicability of UN Regulation No. 100 versus Annex 12 of UN Regulation No. 107 with respect to electrical safety provisions. The expert from France explained that the origin of the current problem of trolleybuses was linked to the application of the European Union (EU) legislation on whole vehicle type approval. The expert from Japan informed GRSG about the intention of the Chair of GRE to seek the advice of WP.29 on this subject at the forthcoming session in June 2016. The GRSG Chair questioned the need to also involve the experts of the Working Party on Passive Safety (GRSP) in charge of UN Regulation No. 100. A number of experts expressed their preference to keep the electric safety provisions within UN Regulation No. 107. Thus, GRSG agreed that the experts of the Working Parties concerned should work on a simple solution avoiding further burden for public transport operators. The expert from Belgium volunteered to conduct a more detailed analysis on the compatibility or incompatibility of the scopes and technical provisions for trolleybuses of UN Regulations Nos. 10, 100 and 107.
7. GRSG agreed to resume consideration of this subject at its next session in October 2016 awaiting the outcome of the analysis by Belgium. GRSG requested the secretariat to keep ECE/TRANS/WP.29/GRSG/2016/5 on the agenda as a reference document.
45. GRSG noted the outcome of the recent session of GRE (GRSG-110-04) and the request to align UN Regulation No. 121. GRRF also noted that references to “registration” had been removed in favour of “national or regional type approval” as recommended by the guidelines in ECE/TRANS/WP.29/1044/Rev.1.

The Chair committed to ensure simultaneous adoption, by WP.29, of ECE/TRANS/2012/30 and the final amendments to the braking regulations with regard to the ESC tell-tale requirements.

22. GRRF considered ECE/TRANS/WP.29/GRRF/2011/37, GRRF-71-14 and GRRF-101-02, proposing to move all ESC related symbols from Regulations Nos. 13 and 13-H to Regulation No. 121. GRRF supported in principle ECE/TRANS/WP.29/GRRF/2011/37, GRRF-71-14 and GRRF-101-02. GRRF agreed to consider the amendment to Regulation No. 13 and 13-H at its next session on the basis of a revised proposal from OICA. The expert from Canada explained the justification for ECE/TRANS/WP.29/GRRF/2011/37 which aims to avoid using the ESC symbol in different colours to convey different meanings. Canada suggested that people suffering from colour blindness would have difficulty identifying the signal. Whilst there was little support for the specific amendments to Regulation No. 13-H, GRRF supported the principle of defining symbols in Regulation No. 21 and noted overlaps with wider discussions at the Working Party on General Safety (GRSG).
23. Following the request of GRSG (ECE/TRANS/WP.29/GRSG/79, para. 31), GRRF considered and supported ECE/TRANS/WP.29/GRSG/2011/32 superseding ECE/TRANS/WP.29/GRSG/2011/7 and adapting the requirements on braking symbols to technical progress.
24. The secretariat was requested to inform GRSG about the outcome of the GRRF discussion.

The expert from OICA introduced ECE/TRANS/WP.29/GRSG/2011/6 and GRSG-100-10 commenting on ECE/TRANS/WP.29/GRSG/2010/20. Noting that the input from other Working Parties on this proposal was needed, GRSG invited the expert from Canada to present this proposal to the Working Party on Brakes and Running Gear (GRRF) and Working Party on Lighting and Light-Signalling (GRE). GRSG agreed to consider the matter at its October 2011 session together with the feedback from GRE and GRRF. The expert from OICA pointed out that the terminology used throughout Regulation No. 48 should also be made more consistent. GRSG adopted ECE/TRANS/WP.29/GRSG/2011/8, as amended by GRSG-100-14 reproduced below, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2011 session, as draft Supplement 6 to Regulation No. 121.

11. GRSG adopted ECE/TRANS/WP.29/GRSG/2011/27, as amended below, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their March 2012 session, as draft Supplement 7 to Regulation No. 121:
Table 1, column 1, symbol No. 3a, correct “Headlamp high beam” to read “Headlamp main beam” and symbol No. 3b, correct “Automatic high beam functions” to read “Automatic main beam switching”.
Footnote 18/, correct “standard ISO” to read “standard ISO 2575-2004”.
23. GRSG considered ECE/TRANS/WP.29/GRSG/2011/32 (superseding ECE/TRANS/WP.29/GRSG/2011/7) tabled by OICA and proposing to transfer the control and tell-tale requirements from Regulations Nos. 13 and 13-H to Regulation No. 121. GRSG noted a number of concerns on footnote 18/ and agreed to revise its current text at the next GRSG session on the basis of a revised proposal by OICA. Referring to ECE/TRANS/WP.29/GRSG/2010/20, the expert from Canada reminded GRSG on the need to also insert symbol 48 on cruise control.
24. The expert from OICA introduced GRSG-101-02-Rev.1 on symbols for electronic stability control and he suggested submitting the proposal as a new series of amendments to Regulation No. 121. GRSG endorsed that approach. Following the discussion, GRSG adopted the proposal, as reproduced in Annex IV. The secretariat was requested to submit it to WP.29 and AC.1 for consideration at their June 2012 sessions, as draft 01 series of amendments to Regulation No. 121 together with the necessary amendments to remove the control and tell-tale provisions from Regulations Nos. 13 and 13-H, subject to a detailed consideration by the Working Party on Brakes and Running Gear (GRRF) at its February 2012 session.

GRSG endorsed that approach. Following the discussion, GRSG adopted the proposal, as reproduced in Annex IV. The secretariat was requested to submit it to WP.29 and AC.1 for consideration at their June 2012 sessions, as draft 01 series of amendments to Regulation No. 121 together with the necessary amendments to remove the control and tell-tale provisions from Regulations Nos. 13 and 13-H, subject to a detailed consideration by the Working Party on Brakes and Running Gear (GRRF) at its February 2012 session.

26. Recalling the discussion on UN Regulation No. 121 at its previous session, GRSG agreed to remove ECE/TRANS/WP.29/GRSG/2010/20 from the agenda. GRSG considered generic provisions for symbols of automatic systems and agreed on ECE/TRANS/WP.29/GRSG/2012/11. The expert from OICA introduced GRSG-102-22 superseding ECE/TRANS/WP.29/GRSG/2011/32 and proposing to extend symbol Nos. 25 and 28 to the logics of the ISO colour coding and its hierarchy of alerts to the danger. GRSG adopted both documents, as reproduced in Annex VIII to this report, and requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2012 sessions, as draft Supplement 8 to UN Regulation No. 121.
