Proposal to include material characteristics of the tire tread in the technical requirements since the definition of “snow tyre for use in severe snow conditions” refers both to tread compound and tread pattern.

European countries are considering new requirements to require the fitment of snow tyres for use in severe snow conditions on specific axles of heavy duty vehicles. New tyres are approved under UN R117; however, a large percentage of heavy duty vehicles are fitted with retreaded tyres which are outside the scope of UN R117. This proposal would transpose the relevant requirements for new snow tyres into UN R109 in order of avoid the exclusion of retreaded tyres from such applications/markets.

Proposal to change the measurement units for drum speed from min^-1 to km.h^-1 in alignment with the requirements with other tyre regulations. The proposed text also aligns wording in Annex 7, Appendix 1 with the text of the Regulation. The proposal also corrects a reference to para. 3.2.13. of the Regulation and an incorrect boundary value of load index.

Document GRRF/2015/39 proposes to change measurement units for drum speed from min-1 to km.h-1 to align the
requirements with other tyre regulations. This amendment proposal would clarify wording:
1. “speed category symbol” to “speed symbol”,
2. “load capacity index” to “load index”,
3. correct reference to para. 3.2.13. of the Regulation in Annex 7, Appendix 1, and
4. correct the boundary value of the load index in Annex 7, Appendix 1.
