Proposal to develop amendments to Part II of GTR No.16:

1. Addition of new definitions (Section 2);
2. Harmonization of the Load Range concept in relationship to Inflation Pressure (Section 2),
3. Alignment of the provisions for tyre marking and physical dimensions of PC tyres with the most recent developments in UN Regulations Nos. 30 and 54 (Sections 3.3 and 3.5),
4. Harmonization of FMVSS 139 requirements relative to UNECE PSI index (Sections 3.14 and 3.15),
5. Deletion of provisions for physical dimensions of LT/C tyres based on FMVSS 139 (Section 3.20) an UN Regulation No. 54 (Section 3.21) and addition of new harmonized provisions for physical dimensions of LT/C tyres (new Section 3.20),
6. Deletion of provisions for high speed test for LT/C tyres based on FMVSS 139 (Section 3.19) and UN Regulation No. 54 (Section 3.16) and addition of new harmonized provisions for high speed test for LT/C tyres (new Section 3.16),
7. Updates of the Annexes 3 and 6 with regard to the most recent developments in UN Regulations Nos. 30 and 54.

Other topics to be discussed within the informal working group for the Phase 2 of development of UN GTR No. 16 include:

1. Consideration of feasibility of harmonization of endurance test for LT/C tyres (Sections 3.16 and 3.17), and
2. Consideration of feasibility of development of provisions for global tyre marking.

Pursuant to GRPE discussions, the proposal adds the following paragraph to the amendment:
“At the manufacturer’s request, type approval granted under this Regulation may be extended from vehicles mentioned above to special purpose vehicles of categories M1, M2, N1 and N2 regardless of their reference mass. The manufacturer shall demonstrate to the Type Approval Authority which granted the type approval that the vehicle in question is a special purpose vehicle.”

Proposal to replace the use of metric “tonnes” with measurements in kilograms in the definitions of vehicle categories and mass.

Observation by Russia that the proposals to allow Contracting Parties to refuse to accept type approvals granted under UN R83 and/or R101 based upon application of GTR 15 (WLTP) runs counter to the provisions of Revision 3 to the 1958 Agreement.

Modifications to the proposal for a supplement to the 06 series of amendments to UN R48 with regard to switching between daytime running lamps and dipped-beam headlamps.

Proposal to change the measuring units for vehicle masses used in RE3 from tonnes to kilograms in R.E.3.

Proposal to correct the translation into Russian of Table 1 in document GRSG/2017/5.

Proposal to correct editorial errors, clarify the text, insert the proposal presented in document GRSG-111-13, and provide additional information to reflect provisions presented elsewhere in the text.

Proposal to change the units for vehicle masses from tonnes to kilograms in R.E.3.

Proposal to increase the precision of the lane of travel measurements by extending to two digits after the decimal point and to designate the line DD’ for the end of the measurements. The introduction of the line DD’ would impact the minimum length of the section after the line BB’ to be coated per ISO 10844.

Proposal to align the Russian text with the original English text. In the English versions, the title of Annex 1 (Communication concerning the approval or extension or refusal or withdrawal of approval or production definitely discontinued of a retreading production unit pursuant to Regulation No. 108) is essentially identical to that use for Annex 1 of UN R109. Therefore, this proposal amends the title of Annex 1 in the Russian version of UN R108 to coincide with that of the Russian version of Annex 1 in UN R109.

Proposal to increase the measurement precision by requiring measurement to the second decimal and to designate the line DD’ as the end point for measurements. The proposal also suggests editorial improvements and corrections.
