Given the mandatory requirement for a daylight running lamp tell-tale, this proposal replaces the word “operating” with the word “failure” in describing the failure tell-tale of paragraph 7.4.2.(b). This proposal complements the similar proposal for Regulation No. 48 contained in informal document GRE-70-09.
Proposal to revise the Italian proposal in order to clarify that the requirements pertain only to characteristics verifiable directly on each lamp in order to avoid confusion with characteristics that can only be verified on the vehicle after installation.

The European Commission, pursuant to concerns raised in its Technical Committee Motor Vehicles, raises issues with two paragraphs that are reproduced in a number of GRE proposals set for consideration at the November WP.29. The EU, therefore, cannot vote to adopt the proposals until these concerns have been addressed (i.e., for the March 2014 session).
