Comments on the proposals prepared by BIPAVER, France and Netherland to align the test procedures for retreaded tyres with the latest amendments to R30, R54 and R117.

Proposal to amend ECE/TRANS/WP.29/GRBP/2021/23

The Task Force on Vehicles’ Sound (TF-VS) was established to review sound emissions regulations for M, N, and L category vehicles under UN Regulations 51, 9, 28, 41, 59, 63, 92, 117, and 138. The TF-VS will identify available studies, analyze data including Phase 3, review interactions between vehicle sound emissions and environmental noise, and propose improvements. THe group is chaired by France with OICA as Secretary and will focus initially on M and N vehicles.

IWG to propose amendments to UN R117

Proposal from the TPMSTI task force to update draft provisions for performance testing of Tyre Pressure Monitoring System/Tyre Pressure Refill System/Central Tyre Inflation System and for an alternative procedure for type approval of subject trailer(s).

This proposal aligns with the “Alpine symbol” location that is not restricted to the lower area of the tyre as prescribed in UN Regulation No. 117, especially considering the larger dimensions of the “Snow Grip Marking for Studded Tyres"

TFVS analyses of the feasibility of further limit value reductions and their effectiveness in real traffic conditions.

TF TPMSTI implements the requirements for a Tyre Pressure Refill System (TPRS) and a Central Tyre Inflation System (CTIS)

Introduces Real Driving Additional Sound Emission Provisions (RD-ASEP) for vehicles of categories M1 and N1 covering driving conditions outside of normal driving with higher accelerations and vehicle speeds up to 100 km/h

IWG on Measurement Uncertainties identified the temperature behaviour of tyre rolling sound component as a contributor to the measurement uncertainty of pass-by noise tests. Since in UN Reg. No.117 a temperature correction of tyre rolling sound is already established the group investigated an adoption of the existing calculation procedure. Due to the different testing conditions in UN Reg. No.117, new scientific investigations and industry data in pass-by testing the group worked out a temperature correction, which is adopted to the requirements of UN Reg. No.51.

IWG proposal to introduce to establish a cross-reference to the Ice Grip test method and to introduce the same pictogram that will be included in the UN Regulation 117

This revised document intended to present to amend 117 the timetable for the work related to Regulation No. 117 has been shifted with approximately 12 months for this part.
The aim of the IWG is to propose harmonized measures for evaluating systematic errors and random errors to improve the test procedures to reduce measurement uncertainties

Request for additional data and information in the event of a future, similar, proposal under the 1998 Agreement, which would require ensuring compatibility with other enforcement systems.

The purpose is to ensure that the target test speed is either 10 km/h, or 20 km/h, in forward motion, or 6 km/h in reverse motion and that the tolerances given by the regulation are linked to the testing and not used for more favorable testing speed.

Proposal from the TPMSTI task force to introduce in UN Regulation No. 141 an alternative procedure for type approval of trailers (vehicles of categories O3 and O4) regarding their Tyre Pressure Monitoring System (TPMS), Tyre Pressure Refilling System (TPRS) and Central Tyre Inflation System (CTIS).

Proposal to amend the definition of “radial tyre” in UN Regulations No. 54, 75, 106, 108 and 109 based on the proposal for UN Regulation No. 30 in document GRBP/2021/9.

Proposal to expand and improve the current definition of a radial structure while ensuring the radial tyres key features (mechanical decoupling between the tread and the bead).
