Reference Number: WP.29-171-03
Proposals for amendments to Regulations Nos. 4, 6, 7, 19, 23, 38, 48, 50, 77, 87, 91, 98, 112, 113, 119, 123 to clarify requirements for light sources in lighting and light-signalling Regulations listed in Annex 4 to UN Regulation No. 0. The proposed Supplement 6 to the 01 series of amendments (documents WP.29/2017/10 and WP.29-171-06) introduce requirements for corrective steering functions (CSF) and A and B1 categories of automatically commanded steering functions (ACSF). This approach included an agreement to ensure that existing approvals and their subsequent extensions won’t be affected by the new technical requirements given that the aim of the supplement is to regulate new systems coming to market, not to impact systems already on the market (see document GRRF-83-21 for complete background).

Proposal to clarify the provisions for sequential activation of direction indicator lighting, especially concerning the interpretation of the phrase “one continuous line”. The proposal, developed by a special task force, clarifies the type definition and reduces the need for dividing sequential direction indicators into different types. This proposal revises the text to be more technology-neutral, removing specifications on how light sources are activated to focus on the visual performance as sequential lighting. The amendment of sub-paragraph 5.6.(c) of UN R6 clarifies what kind of vertical movement is not allowed in the sequential direction indicators, proposing a new new term “vertical oscillations” instead of the current wording “repeating alternation in the vertical direction”. The meaning is that not more than one change of direction upwards or downwards along the vertical axis is possible. The “continuous signal” is also defined in sub-paragraph 5.6.(c) of Regulation No. 6. The allowed distance between adjacent or tangential distinct parts is limited 50mm (which differs in this case from UN R48 specifications). Transitional provisions have been included.
This proposal (WP.29/2017/81), as amended by para. 76., was adopted by the World Forum. Thirty-seven Contracting Parties out of the 47 applying UN R50 were present for the vote by AC.1. Thirty-seven voted in favor with zero against and zero abstaining.

Draft UN Regulation No. 0 on uniform provisions concerning International Whole Vehicle Type Approval
Reference Number: WP.29/2017/104
Proposal submitted by the informal working group on the International Whole Vehicle Type Approval for the establishment of UN Regulation No. 0 regarding the approval of whole vehicles within the framework of the 1958 Agreement. The regulations would establish an International Whole Vehicle Type Approval (IWVTA) scheme whereby Contracting Parties adhering to the Regulation may issue approvals to either a limited level (L-IWVTA) or to a wider range of technical topics included in the universal level (U-IWVTA). Contracting Parties are able to apply the limited or universal IWVTA depending upon the national situation.
The Universal-IWVTA (U-IWVTA) provides a greater level of certainty for vehicle manufacturers and Contracting Parties applying this UN Regulation, as the approval has to be accepted without further assessment of the technical items covered by the U-IWVTA issued. Contracting Parties applying this UN Regulation are not obliged to accept approvals to the limited level (L-IWVTA) but may do so at their choice. However, they have also to accept approvals issued pursuant to U-IWVTA.
The UN Regulation includes the administrative obligations of the IWVTA scheme. It does not establish separate technical requirements but instead refers to the provisions of the separate UN Regulations.

Draft UN Regulation No. 0 on uniform provisions concerning the International Whole Vehicle Type Approval
Reference Number: WP.29/2017/108

Proposal for Supplement 5 to the 06 series of amendments to UN Regulation No. 49
Reference Number: WP.29/2017/130
Proposal to introduce provisions to align UN R49 with recently introduced stage D EU legislation in order enable manufacturers to continue to utilize the provisions in paragraph 4 of Annex 9A to approve light commercial vehicles with a light duty OBD architecture under this regulation. This proposal incorporates all of the provisions of the latest amendment to EU legislation. As stage D is unrelated to OBD, the proposal is to make stage C and all subsequent stages equivalent to EOBD 6-2. The proposal corrects
the constants for equation (34) to calculate exhaust mass flow using carbon balance method,
the constants used for CVS verification,
the formula for regression analysis according to Annex 4, Appendix 3, and
the rise time (to 3.5 s from 2.5 s) for the PEM analyzers under paragraph A.2.2.1. of the 06 series.
This proposal (WP.29/2017/130) was adopted by the World Forum. Thirty-three Contracting Parties out of the 44 applying UN R49 were present for the vote by AC.1. Thirty-three voted in favor with zero against and zero abstaining.

Proposal to clarify the definition of “Option” as used within Global Technical Regulations and to introduce the concept of “Alternative”. In principle, the proposal seeks to distinguish between protocols for the same requirement that allow divergent compliance thresholds (e.g., differing stringency) and those that provide equivalent assessment of performance through different means. “Option” would refer to the former while “Alternative” would refer to the latter. In the case of one or more options, the proposal would require Contracting Parties to work towards the elimination of the divergent performance requirements.
