Proposal for a new UN Regulation on Road Illumination Devices (RID) to supersede UN Regulations Nos. 19, 98, 112 (thus 1, 8, and 20), 113 (thus 56, 57, 72, 76, and 82), 119, and 123.

Proposal to specify the use of UN R48 definitions unless otherwise specified in the current regulation or in lighting installation regulations for other vehicles categories (i.e., in UN R53, R74, or R86), to harmonize the Conformity of Production (CoP) provisions regarding the permitted re-aim angles for class A and B headlamps, and to harmonize Class C passing beam values. The SLR informal group intends for these changes, if approved, to be considered by WP.29 at its November 2018 session along with the original RID proposal (WP.29/2018/158).

In order to resolve the inconsistent use of the wording “motorcycle” or “category L vehicle” or others, IMMA recommends replacing the “motorcycle” by “category L vehicle” at each occurrence.

Proposal to improve the document GRE/2018/11 (GRE-79-31) and to introduce in R48-06 new minimum installation requirements for type approved lighting and light-signalling devices and to improve the transitional provisions for Regulations Nos. 3, 4, 6, 7, 19, 23, 27, 38, 50, 69, 70, 77, 87, 91, 98, 104, 112, 113, 119 and 123. Proposal to clarify which devices may be installed on the vehicles in line with the applicable requirements as amended by the new UN Regulations on light-signalling devices, road illumination devices, and retro-reflecting devices.

Proposal for changes to the draft Road Illumination Devices (RID) regulation.

Because the new lighting device regulations (LSD, RRD, and RID) each cover multiple lighting functions (e.g. direction indicators, marker lamps, DRL in the LSD regulation), the potential exists for a change in stringency to impact some, but not all functions within the scope of each regulation. The change index is proposed in order to track the impact on each function and so restrict the need for new type approvals only to those functions impacted by a change in stringency.
