India explained their proposal for structure in document No 07. The basic idea is to split the GTRs based on vehicle category (2, 3 and 4-wheeled in different GTRs) and then group the test types. UN Regulations can then be created based on the work done for the GTRs. There was a discussion regarding what test types that could be grouped together. The group also discussed the different approaches taken for the WLTP where all requirements are put into one GTR and for HDV where the different procedures and tests are separated into different GTRs (WHDC, OBD and OCE). The chair found that the group would prefer a structure more similar to HDV with different GTRs for the different requirements or procedures. It was agreed by the group that the proposal from India was interesting but that it will give a very large number of new GTRs and UN Regulations. Japan stressed the importance for them to put priority to OBD and Evap. as they have a national obligation until 2016. India volunteered to reflect on the discussion and provide an amended proposal where they will consider grouping the test types and vehicle categories in order to reduce the number of new GTRs and UN regulations. India promised to come back within a couple of weeks. |
