A-LCA: Draft Chain of Custody provisions

Proposal to establish Chain of Custody provisions for Automotive Life Cycle Assessment specifying five models—Identity Preserved, Segregation, Controlled Blending, Mass Balance, and Book and Claim—representing standardized approaches for collecting and managing company-specific information across supply chain settings. The Book and Claim model shall not be used. Government authorities reserve rights to define implementation rules specifying how Chain of Custody approaches are applied, based on alignment with global standards such as ISO and the GHG Protocol and the upcoming revision of the EF Recommendation (2279/2021). Minimum requirements shall be established for Mass Balance application to prevent diverse interpretations and misuse.

Automotive Life Cycle Assessment: Minutes of the 41st (May 2026) session

The 41st IWG on A-LCA session (26 May 2026) discussed the document package for submission to GRPE. Japan presented approaches for handling unresolved sections through working documents and supplementary explanatory material. The United States proposed including only consensus text in working documents. No final decision was taken. The group continued review of Table 1, Chain of Custody, Electricity and Energy Modelling, OVC-HEV and FCV methodology, and battery and major powertrain component replacement, with no agreement reached on these topics. The 42nd session is scheduled for 15 June 2026 and the 43rd for the week of 6 July 2026.

A-LCA: Use Stage working draft (clean version)

This document proposes a new Mutual Resolution No. 5 concerning Automotive Life Cycle Assessment. The use stage section (6.3) establishes methodology for calculating greenhouse gas emissions and energy consumption during vehicle operation across various levels, considering system boundaries encompassing tank-to-wheel and well-to-tank impacts, plus maintenance and consumables. Service life values are defined regionally based on average vehicle age at recycling. Energy consumption utilizes regional certification protocols adjusted by discrepancy and deterioration factors. The methodology addresses leakages including hydrogen and methane emissions, maintenance of consumables and parts with specified frequencies, and excludes major powertrain component replacement by default unless justified.

EV/HFCV Retrofit informal group status report to WP.29
|

|
The EV/HFCV Retrofit Systems IWG has held nine meetings since creation and focused on EV retrofit requirements. The group compiled requirements for Electrical Safety (UN R100), Braking (UN R13/R13H), Cybersecurity (UN R155), and EMC (UN R10) with participation from respective GRs experts. Next activities include continuation of discussions on electrical safety, braking, cybersecurity, and EMC; net power and electric consumption determination; Family/Parent definition; and PTI provisions. A regulation draft for EV retrofit will be delivered as an informal document to the next GRPE session in October, with adoption expected in the first half of 2027.

EV/HFCV Retrofit Systems: Minutes of the 9th (June 2026) session

The Informal Working Group on EV/HFCV Retrofit Systems held its ninth meeting on 11th June 2026. The group discussed electrical safety, cybersecurity, braking, EMC, power determination, battery range, and the overall approval concept for retrofit systems. Discussions covered UN Regulations 100, 155, 13/13-H, 10, 85, 177, 154, and 138. The group agreed to approve retrofit systems together with compatible vehicle families and to exclude hydrogen fuel cell provisions pending further technical input. RME agreed to coordinate benchmarking exercises on power thresholds and range/durability requirements. Future meetings were scheduled for 2 July 2026, 9 September 2026, and 8–9 October 2026.

EV/HFCV retrofits: Consolidated draft text for a new UN Regulation

This consolidated draft text proposes uniform provisions for approving vehicles transformed into electric vehicles (EV) or hydrogen fuel cell vehicles (HFCV) with electric powertrain retrofit systems. The regulation defines retrofit systems as all devices and components necessary to operate vehicles in electric mode, including powertrains, energy storage systems, management systems, and vehicle inlets. It specifies application procedures, marking and approval requirements, technical specifications for retrofit systems, installer qualifications and authorization, conformity of production procedures, modification and extension of approvals, and penalties for non-compliance. The regulation applies to vehicles of categories M and N and requires compliance with relevant UN Regulations including those addressing electromagnetic compatibility, braking, power measurement, and electric powertrains. Specific technical requirements address surveillance systems, anti-tampering provisions, performance parameters, dimensional and mass tolerances, and acoustic devices.

EV/HFCV retrofitting: Classic Car Retrofit Consortium position paper
|

The Classic Car Retrofit Consortium represents SMEs performing small-series and classic car retrofits, averaging around 10 vehicles per year. The current draft regulation applies OEM-level type-approval logic designed for large-series fleet retrofits, which would eliminate the existing SME sector without materially improving safety. Specific challenges include destructive REESS testing costs of approximately 100,000 EUR per battery pack type, full-vehicle EMC testing costs around 30,000 EUR per car, and cybersecurity requirements unsuitable for classic vehicles. CCRC proposes either clarifying the regulation’s scope to exclude classic car retrofits, or developing a tailored regulatory framework specifically for classic cars produced in small numbers.

The 42nd IWG on A-LCA session met to review the document package for GRPE submission. The group discussed three submission options: a working document with open issues; agreed provisions only with open issues in a separate informal document; or agreed provisions only with open issues remaining within the IWG. No final decision was taken. Further discussions are required on Pre-consumer Scrap, Chain of Custody, Electricity Modelling, OVC-HEV, FCV, Battery and Powertrain Replacement. A dedicated electricity modelling meeting will be held on 30 June 2026, and the 43rd session is confirmed for 6 July 2026.
