He expressed his intention to submit an updated proposal as an official document for the GRPE January 2018 session. He expressed his intention to present a first draft of amendments to Regulations Nos. 120 and 132 at the next GRPE session to also align both Regulations with the new EU Regulation. He invited all stakeholders to provide comments and suggestions on GRPE-75-11 using the form available in GRPE-75-25. The experts from Italy and EUROMOT expressed their continued support to these activities.

Regulation (EU) 2016/1628, also known as the NRMM Regulation or Stage V Regulation, restructures the EU regulation of non-road mobile machinery ranging from lawn mowers to snow mobiles to bulldozers, but excludes agricultural machinery (to be subjected to a separate EU regulation). In order to maintain the alignment between UN Regulations on emissions and EU emissions regulations, the EC proposes GRPE work on a new series of amendments to UN R96 (and by extension UN R120) for publication in 2018.

The expert from EUROMOT introduced ECE/TRANS/WP.29/GRPE/2014/15, a proposal to amend UN Regulation No. 96 aimed at allowing the engine manufacturers to obtain approvals also from Contracting Parties that apply more recent series of amendments, for engines that need to be marketed in countries applying previous series of amendments. He clarified that this proposal was harmonized with the provisions of UN Regulation No. 49.
24. GRPE adopted this proposal not amended and requested the secretariat to submit it to WP.29 and AC.1, for consideration at their November 2014 sessions as Supplement 1 to the 04 series of amendments to Regulation No. 96.

78. The secretariat introduced GRPE-66-09-Rev.1, a revised draft paper looking at diesel vehicles and engines in the context of air quality, impacts of the emission of pollutants on the environment and health. The secretariat explained that the paper, based on GRPE-65-05, incorporates the comments received by the end of March 2013, as agreed during the GRPE session of January 2013. In particular, it includes an update of information related with WP.29 activities, a reorganization of the contents to improve the presentation of the policy discussion, an extension of the geographical scope to include information on North America and Japan, and the inclusion of conclusions and recommendations.
79. Canada, the Russian Federation and OICA welcomed the improvements in the document. A number of comments were addressed to the secretariat by these delegations and Euromot. They concerned the importance of fuel quality as enabler of cleaner vehicle technologies, the opportunity to consider particulate emissions from tyres, the need to update the information on the PMP activities – taking into account the updated scope of the PMP group, the correction of specific statements, as well as other issues addressing the WHO decisions. Having reiterated the need to restrict the paper to technical matters without questioning the WHO conclusions, the secretariat welcomed the comments and invited interested stakeholders to provide constructive contributions in a written form within a week, in order to have the time to include them in an updated version of the document for consideration by WP.29 in its June 2013 session. The GRPE Chair underlined the need to make sure that the comments provide constructive contributions to improve the paper. The expert from Germany supported the inclusion of a recommendation concerning cleaner fuels as enablers of technologies allowing the emission mitigation.
80. GRPE supported the document. Taking into account of the tight schedule needed for the consideration of the document in the UN framework, GRPE agreed that the secretariat should submit an updated version of the document to WP.29 for consideration at its next session (June 2013), taking into account the comments that will be received.

The expert from EUROMOT pointed out that paragraph 4.2. of the UN Regulation No. 96 contains a wrong reference to the 01 series of amendments.
37. GRPE adopted ECE/TRANS/WP.29/GRPE/2013/3, incorporating an amendment to paragraph 4.2. as indicated below:

GRPE requested the secretariat to submit the resulting proposal to WP.29 and AC.1, for consideration at their June 2013 sessions, as 04 series of amendments to UN Regulation No. 96.

45. The expert from the EC gave a presentation (GRPE-64-25) introducing GRPE-64-03, which contains a proposal to amend UN Regulation No. 96 so that its provisions are aligned with the 8 mode cycle of European Directive 2010/26/EU and the 2012 amendment of European Directive 97/68/EC.
46. GRPE agreed and requested the secretariat to distribute GRPE-64-03 as an official document for consideration at the next GRPE session in January 2013.

42. The expert from Italy presented ECE/TRANS/WP.29/GRPE/2012/9/Rev.1 to align UN Regulation No. 96 with the European Directive 2011/87/EU.
43. The expert from the Netherlands identified an error in the proposal, since the ratio between the height of the centre of gravity of the tractor and the average minimum track width of all of the axles should be dimensionless.
44. GRPE adopted ECE/TRANS/WP.29/GRPE/2012/9/Rev.1, as amended below:
Paragraph 11.19., point (a), amend to read:
“… divided by the average minimum track width for each axle exceeds 0.90, the maximum design speed is restricted to 30 km/h;”
Paragraph 11.19., point (b), amend to read:
“… divided by the average minimum track width of all of the axles exceeds 0.90, the maximum design speed shall not exceed 30 km/h.”
GRPE requested the secretariat to submit it to WP.29 and AC.1 for consideration at their November 2012 sessions, as Supplement 1 to the 03 series of amendments to UN Regulation No. 96.

This proposal seeks to align UN R96 with EU Directive 2011/87/EU, delaying by three years the introduction of Stage IIIB and IV engines for certain Category T farm tractors. These tractors are specialised machines intended to operate in vineyards and orchards in southern Europe.

44. GRPE agreed with the principle of the proposal.
45. The GRPE Chair invited the experts from Italy and the EC to provide an updated proposal to the secretariat to be distributed for consideration as an official document at the June 2012 session of GRPE.

20. The expert from EC introduced GRPE-61-02 proposing a new series of amendments to Regulation No. 96. He explained that this proposal aimed at aligning the text of the Regulation with stages IIIB and IV of the corresponding EU directive and including the harmonized test procedure as defined in gtr No. 11. He highlighted the main modifications (GRPE-61-05). GRPE welcomed the proposal and agreed to consider it in detail at its next session in June 2011 on the basis of an official document to be submitted by the expert from EC.
21. Referring to GRPE-61-08, the expert from Italy suggested inserting into Regulation No. 96 additional transitional provisions for engines of some category T vehicles (narrow axle tractors). He volunteered to take the lead on this issue. GRPE welcomed this initiative and agreed to resume consideration of this subject at its next session in June 2011 on the basis of a concrete proposal.

24. GRPE welcomed the intention by the expert from EC to prepare, for the January 2011 session of GRPE, a concrete proposal to align the provisions Regulation No. 96 to those of the corresponding European Directive 2004/26/EC (GRPE-60-10). He added that, herewith, the text of gtr No. 11 on engines emissions from Non-Road Mobile Machinery(NRMM) would be transposed into the Regulation No. 96 under 1958 Agreement.
25. The Secretary of the informal group on NRMM introduced GRPE-60-03 proposing a number of editorial corrections to improve the text of gtr No. 11. GRPE agreed to resume consider[ation] of this subject at its next session in January 2011. For this purpose, the secretariat was requested to distribute GRPE-60-03 with an official symbol.
