Russian presentation particularly addressing concerns over interior air contamination by higher concentrations of hazardous substance found along roadways and notification that the Eurasian Interstate Council for Standardization, Metrology and Certification (EASC) has developed a regional standard (“Motor vehicles. Devices for air cleaning in the vehicle interior, the driver’s cabin, the passenger compartment, and filters for them”) for initial adoption in 2017.

Further refined version of the proposal (incorporating comments received during the 62nd GRB session) in document GRB/2016/2 intended to update and clarify the regulation. The proposal refines definitions, removes the “AWD” abbeviation for “audible warning device” to avoid confusion with its more common use for “all wheel drive”, adds T category agricultural vehicles to the scope, modifies some administrative communications, and proposes three-direction acoustic measurements. The proposal also aims to structure the regulation to enable its application to additional sound warning devices not presently regulated at the international level, excluding acoustic vehicle alerting systems (AVAS) which will be subject to a separate regulation on minimum vehicle sound levels.

This proposal was made after consultations with OICA in order to provide for consistency in terminology used and to match the drawing in Annex 4 with the modified
provisions. The added word “warning“ is underlined.

The proposal is aimed at ensuring that the English and Russian texts are equivalent. In the English text, which is the original, in paragraph 2.2.27 of Annex 12 the word “travel” is used. The corresponding word in Russian language should be “ход”. The original text was mistranslated into Russian.

Under its technical regulation CU TR 018/2011 concerning the safety of wheeled vehicles, the Eurasian Customs Union will require AECS to automatically transmit accident data in the event of a vehicle rollover from 1 January 2017. The proposed UN Regulation on AECS ( document GRSG/2016/19) does not address rollover accidents. Therefore, Russia proposes an amendment to allow for such rollover requirements at the national level.

Proposal to allow the use of compliance assessments of vehicles with a reference mass less than 2,610 kg in extending the type approval to special purpose vehicles (including armoured ones) having a reference mass exceeding 2,840 kg. This proposal would align UN R83 with provisions of European Directive 2007/46/EC.

1. Addition of new definitions (Section 2);
2. Harmonization of the Load Range concept in relationship to Inflation Pressure (Section 2),
3. Alignment of the provisions for tyre marking and physical dimensions of PC tyres with the most recent developments in UN Regulations Nos. 30 and 54 (Sections 3.3 and 3.5),
4. Harmonization of FMVSS 139 requirements relative to UNECE PSI index (Sections 3.14 and 3.15),
5. Deletion of provisions for physical dimensions of LT/C tyres based on FMVSS 139 (Section 3.20) an UN Regulation No. 54 (Section 3.21) and addition of new harmonized provisions for physical dimensions of LT/C tyres (new Section 3.20),
