Proposal to clarify the transitional provisions of the 03 series of amendments to UN Regulation No. 46, including provisions for extensions of approvals to the 03 series of amendments,for approval of devices to the 02 series, and provisions for aftermarket devices.

Proposal to clarify the transitional provisions of the 04 series of amendments to Regulation No. 46, including provisions for extensions to approvals to the 04 series of amendments, for approval of devices to the 02 series, and provisions for aftermarket devices. It assumes approval of document GRSG/2013/18 on the 03 series transition provisions.

Proposal to allow the installation of exterior mirrors with automatic pivoting functions on the passenger side of a vehicle in order to enable designs that offer a better field of vision for the driver during turning maneuvers.

Proposal to clarify the provisions on the extended field of vision on heavy goods vehicles across different mirror classes. The text would require assessment of normal and extended fields of vision using a single mirror adjustment and to allow for the loss of up to 10% of the close-proximity field of vision in such configurations.

OICA raises a series of questions concerning the Japanese proposal (document GRSG/2013/5) to add field-of-vision provisions to enhance the safety of pedestrians and other vulnerable road users in narrow alleys and by-streets and other improvements to Regulation No. 46.

Proposal to clarify that the 04 series of amendments (adopted document WP.29/2012/87) addresses only vehicles with a high cab.

Proposal to align the definition of the “driver’s ocular points” with that of Regulation No. 125 (forward vision) as also used in EC Directive 2003/97/EC as amended by Directive 2005/27/EC. The proposal concerns the ocular points used to check compliance with the required field of vision provided by the rear-view mirrors.

Proposal to refine the text of document GRSG/2013/23 wherein Germany proposed to clarify the provisions on the extended field of vision of heavy goods vehicles across different mirror classes. The text would require assessment of normal and extended fields of vision using a single mirror adjustment and to allow for the loss of up to 10% of the close-proximity field of vision in such configurations. The UK proposes to add the word “simultaneously” in several places to confirm that the mirror can not be re-adjusted during the approval test in order to meet the extended field of view requirements.

Presentation in support of and offering revisions to Japan’s proposal (document GRSG/2013/5) for amendments to UN R46 in order to bring the regulation into line with Japanese regulations (pursuant to the International Whole Vehicle Type Approval initiative).

The informal group on camera-monitor systems (CMS) produced a proposal to enable the use of CMS as an alternative to conventional mirrors (document GRSG/2011/23/Rev.1). A decision on this proposal has been pending while the Forum awaits the establishment of an ISO standard on CMS. Since the ISO standard is now in its final stages, Germany proposes to reactivate the CMS informal group in order to prepare an updated regulatory proposal for these systems.

Proposal to require automatic mirrors to unfold automatically when the vehicle reaches a speed higher than 10 km/h. The concern is to address certain mirrors designed not to unfold at speeds up to 45 km/h.
