Proposal to transfer electronic stability control systems provisions out of UN Regulation 13-H and into a new stand-alone regulation. The proposal arises from a perceived need to simplify UN R13-H to facilitate its application within the proposed international whole vehicle type approval.

Proposal to delete references to electronic control systems and brake assist systems within UN R13-H in order to simplify use of the regulation within the proposed international whole vehicle type approval regulation. These provisions would be taken up by new separate UN Regulations.

Presentation of issues regarding the UN R13-H provisions on complex electronic control (CEL) systems and the proposals to separate electronic stability controls (ESC) and brake assist systems (BAS) from the light vehicle braking regulation. Since ESC and BAS are subject to CEL provisions, this raises a question on how best to apply CEL across what would be three separate regulations (13-H, ESC, and BAS).

Proposal for collective amendments of amendments to Regulations Nos. 13 (Heavy vehicle braking), 13-H (Brakes of M1 and N1 vehicles), 79 (Steering equipment) and 89 (Speed limitation devices) and the new Regulations on LDWS and AEBS to clarify the references to Regulation No. 10 into the UN Regulations mentioned above.

Text prepared by the International Organization of Motor Vehicle Manufacturers (OICA) to introduce the concept of “revision of approvals” into the UN Regulations under GRRF responsibility in order to align the UN Regulations with the EU Whole Vehicle Type Approval Directive 2007/46/EC in order to ease the administrative burden for both manufacturers and approval administrations regarding the extension of existing approvals.
