Proposal to:

1. update requirements for headlamps and daytime running lamps related to headlamp switching. In particular, the proposed 07 series of amendments aims to clarify electrical connection requirements, conditions for manual switching OFF of headlamps, and new definitions for switching ON/OFF and for activating/deactivating lamps;
2. introduce technical parameters for speed and vehicle distance, allowing reduced intensity at speeds lower than 20 km/h, in order to encourage reduced glaring effects from rear signaling lamps;
3. introduce references to the three new simplified lighting Regulations (Light-Signalling Devices (LSD), Road Illumination Devices (RID) and Retro-Reflective Devices (RRD)).

Proposal to restore the original automatic headlamp ON (AHO) requirement for vehicles not equipped with daytime running lamps (DRL). The 03 series of amendments (focusing on DRL) as approved by GRE during its October 2018 session (document GRE/2018/50) changes provisions for automatic headlamps as adopted for motorcycles in 2004 (see document GRE/2003/12/Rev.1). While appropriate for vehicles equipped with DRL, the changes would reduce safety for vehicles not equipped with DRL.

Proposal to correct and clarify the requirements for daytime running lamps (DRL) in conjunction with rear position lamps.

Proposal to allow under specified conditions the use of logos inside the illuminating surface of a signalling lamp.

Proposal to introduce requirements for testing the sun load impact to avoid delays in the perception of light signals under certain sunlight conditions.

Proposal to introduce new LED substitute light source categories W5W/LEDK and WY5W/LED.

Proposal to introduce new light emitting diode (LED) substitute light source categories C5W/LEDK and R5W/LED.

Proposal to introduce provisions:

1. For vehicles intended for use by the armed services and forces responsible for maintaining public order: the manual switching off of all lighting devices in all circumstances;
2. In the absence of a “vehicle door assistance and warning system”: the mandatory application of the hazard warning lights to reduce the safety risks in the case a door is opened to the traffic side.
