EDO task force status report to GRSP

Emergency Door Opening Task Force reports transformation to Informal Working Group based on GRSP-79-18. Amendments to UN R11 require doors providing direct occupant access equipped with intuitively accessible exterior and interior latch release controls and door handles. Power-assisted systems must remain functional for 60 minutes after power loss via secondary mechanical means, backup power, or fail-safe systems. New test procedures verify door operability following emergency power loss events from interior and exterior. Amendments to UN R21 require electric front side windows to function for at least 2 minutes during vehicle submergence, with test procedures specified in new annexes.

4. The expert from Germany presented a status report on the activities of the Task Force on Emergency Door Opening (TF-EDO) (informal document GRSP-79-31), which had met twice since the last session of GRSP.

Given the need to amend two UN Global Technical Regulations (GTR), TF-EDO was planning to request AC.3 for authorization to amend UN GTRs and to request WP.29 and AC.3 to be upgraded from a Task Force (TF) to an Informal Working Group (IWG). The group had already presented these plans to WP.29 and AC.3 at their March sessions, where several delegates expressed support for the work of the task force, agreed on its importance and urgency and looked forward to receiving the formal request in the next session of WP.29. The expert from Germany also presented informal document GRSP-79-18 with draft terms of reference for the proposed IWG. Some delegations not currently involved in the work of the task force indicated their desire to join the work. Given the goal of amending several UN GTRs and in order to ensure that all relevant parties would be involved, the expert from Germany proposed to postpone the submission of the formal request to AC.3 to the November session. GRSP endorsed the creation of an IWG on EDO (IWG-EDO), pending the finalization of the terms of reference and the approval by WP.29 and AC.3. GRSP also endorsed the submission to the November 2026 session of AC.3 of a request for authorisation to amend UN GTRs Nos. 1 and 14 by one or more contracting parties to the 1998 Agreement.

6. The expert from Germany also presented draft amendments to UN Regulations Nos. 11 (informal document GRSP-79-19) and 21 (informal document GRSP-79-20) and several experts provided feedback.
