4. Following a brief introduction from the GRPE Chair and the Technical Secretary of the WLTP informal working group, the draft manager of the WLTP UN GTR presented GRPE-67-07, outlining the development of ECE/TRANS/WP.29/GRPE/2013/13 and describing the amendments proposed in GRPE-67-04-Rev.1.

The Chair of GRPE introduced the draft report on the development of the WLTP UN GTR (GRPE-67-05-Rev.3) and explained that it was prepared by the secretariat on the basis of the technical reports of the WLTP subgroups (GRPE-67-01 and GRPE-67-03), in agreement with the Technical Secretary of the WLTP informal working group and the Chairs of the WLTP subgroups. The expert from OICA provided details on the content of the technical reports of the WLTP subgroups, also explaining that they are still in a draft form. In agreement with the Chairs of the subgroups on the Development of the Test Procedure (DTP) and the Development of the Harmonized driving Cycle (DHC), he announced that a final version of these texts will be submitted to GRPE in the January 2014 session. The secretariat stated that the symbols GRPE-68-03 and GRPE-68-04 will be reserved for these documents. The Chair of GRPE suggested making explicit references to these documents in the technical report of the WLTP UN GTR.

GRPE adopted ECE/TRANS/WP.29/GRPE/2013/13, as amended by GRPE-67-04- Rev.1, and requested the secretariat to submit the adopted proposal to WP.29 and AC.3 for consideration at their March 2014 session. GRPE also adopted GRPE-67-05-Rev.3, as reproduced in Annex II of the session report, including explicit references to GRPE-68-03 and GRPE-68-04 in paragraphs 51 and 73, respectively. The Chair of GRPE expressed his appreciation for the contribution of all experts that took part in the WLTP UN GTR development.

7. Having echoed the acknowledgements of the Chair of GRPE for the work on the WLTP, the expert from OICA introduced GRPE-67-02, recalling the need to continue to work on the development of the WLTP UN GTR.

8. The Chair of GRPE reported that WP.29 considered, in its November 2013 session, a proposal to prolong the mandate of the WLTP informal working group until the end of 2015 (WP.29-161-14, corresponding to GRPE-67-06). This will be submitted to WP.29 as an official document for formal adoption in the March 2014 session. The expert from the EC, co-sponsoring this proposal with Japan, explained that it contains provisions defining the activities of phase 1b. He explained that the work of phase 1b relates to technical elements that were originally included in phase 1 but not addressed in the WLTP UN GTR proposal that was just adopted by GRPE, as well as other issues that may emerge from the continued activities related with the development of the test procedure. This will lead to the delivery of a first amendment of the WLTP UN GTR by the end of the mandate extension. The further development of the WLTP UN GTR concerning other issues that were originally foreseen beyond phase 1, such as On-Board Diagnostics (OBD) and low-temperature testing, will be the subject of phase 2, following the completion of phase 1b.

The Chair of GRPE pointed out that, since power and maximum speed are used for the definition of vehicle classes, the determination of these values for hybrid electric vehicle and pure electric vehicles will need to be clearly defined, according to the work plan of phase 1b, in the amended WLTP UN GTR. He underlined that this should not result in the development of specific harmonized test procedures for the measurement of power and maximum speed of electrified vehicles within the same UN GTR. The latter should eventually be developed in other UN GTRs.

10. The expert from OICA mentioned that round-robin testing is an independent activity undertaken by industry during phase 1b. The Chair of GRPE expressed his expectation that information will be shared with the WLTP experts, contributing to the outcome of the work outlined in phase 1b. The expert from OICA confirmed this and expressed the wish to include the participation of public research laboratories in this activity. He also proposed to consider the round Robin activities as an official part of phase 1b. GRPE invited the co-sponsors to clarify whether this is the case by the next session of GRPE, in January 2014.

11. The WLTP Technical Secretary illustrated a proposal, also outlined in GRPE-67-06 and WP.29-161-14, on how to structure the subgroups under the WLTP informal working group. The experts from EC and Japan stated that a proposal indicating the names of the Chairs and Secretaries of the WLTP informal working group will be finalized for the January 2014 session of GRPE. The expert from OICA invited contracting parties to consider the possibility to identify a role for a representative of OICA in the structure of the group. The Chair of GRPE invited the two co-sponsors (Japan and the EC) to consider this request.

12. GRPE agreed with the suggestion of the GRPE Chair that the WLTP informal working group should, during the mandate to work on phase 1b, also start planning the activities of phase 2.

13. The GRPE Chair informed GRPE about the decision, endorsed by WP.29 in its November 2013 session, to organize a meeting between the technical sponsors, Chairs and secretaries of the WLTP and EVE informal working groups during the January 2014 session of GRPE. This is especially relevant to align the activities of these groups, clearly identifying which subjects will be addressed by each group in respect of the development of future UN GTR.
