The 96th EVE IWG session was held online on April 21, 2026. Discussions covered Alliance des Mobilites’ battery state of health and state of certified energy monitoring findings; UN GTR No. 21 priorities including fuel cell electric vehicles and highly integrated systems; UN GTR No. 22 objectives on state of certified range and minimum performance requirements; and UN GTR No. 25 pilot phase testing and normal usage indices for heavy-duty vehicles. Action items included presentations on battery data, fuel cell vehicle proposals, test method efficiency, and electrified vehicle data from Norway.

The A-LCA Subgroup 2 convened for its 30th session on 22 April 2026. The IWG is addressing EC comments on SG2 and tackling open topics one by one. Web IWG meetings are scheduled for 28 April and 12 May. The timeline targets adoption at the 95th GRPE in October 2026, with Working Document submission to the 94th GRPE. SG2 will continue regular meetings with reduced hours until the next GRPE, focusing on sharing of IWGs and preparation for the Test Phase.

Proposal to amend paragraph 1.1., footnote 1 to update the reference to the Consolidated Resolution on the Construction of Vehicles (R.E.3.); amend paragraph 4.4.1. to establish requirements for a dual-fuel operating mode indicator including visual and audio signals, with restrictions on indicator design and safety alert priority; amend paragraph 4.4.1.1. to require warnings when engine operation is forced to diesel mode and signals to an ADS feature; and amend paragraph 7.1. to specify OBD system requirements for diesel and dual-fuel operation modes, including malfunction detection and driver notification procedures.

The French Mobilities Alliance is a federation bringing together entrepreneurs in the autotech and new mobility sectors driving innovation toward a low-carbon, digital, and universally accessible form of mobility. It has more than 100 members organized across 10 working groups covering accessibility, batteries, electrification, elected officials, carsharing, data and AI, free-floating, carpooling, supply chain, and corporate fleets. The Alliance is the 19th branch of Mobilians, a federation which brings together more than 180,000 companies across 25 mobility-related sectors.

UN GTR No. 21 Phase 4 will consider fuel-cell electric vehicles, measurement alternatives for highly integrated systems, modifications for more efficient test methods, and alignment with UN Regulation No. 177 based on inputs EVE-87-08e, EVE-87-09e, EVE-87-11e, EVE-88-12, EVE-85-06e, and EVE-74-10e. UN GTR No. 22 Phase 4 will explore conditioning cycles and readiness monitors for official testing, investigate minimum performance requirements for certified range, and consider establishing minimum performance requirement values for additional lifetime of ten years and 200,000 km, drawing on input EVE-96-06e. UN GTR No. 25 Phase 3 will amend Annex 2 provisions, verify reported virtual distance, reconsider minimum performance requirements regarding mileage and lifetime thresholds, and consider energy throughput as a threshold.

The 47th session of the Task Force on Tyre Abrasion convened on 2 April 2026. The review committee prepared final consolidation of a new UN Regulation on Tyre Abrasion for WP.29. TFTA reviewed the workplan including data assessment, tyre batch use, and equivalence assessment governance. For C2, ETRTO presented findings on the vehicle test method at 10,000 km, while JASIC reported on indoor drum test development. Discussion on C3 Heavy-Duty Vehicle tyre applications was deferred. The next session is scheduled for 11 May 2026.

Proposal to enable the approval of vehicles equipped with an Automated Driving System and to optimize the measurement accuracy requirements for chassis dynamometer equipment and the measurement acquisition of the intake manifold pressure in system power testing for high-performance vehicles and makes editorial corrections.

The leading team was assigned to revise Table 1 and circulate a new proposal, integrate editorial changes accepted from US Environmental Protection Agency, and update the document following agreed deletions and wording changes. Contracting Parties are to provide input on Table 1 revision and participate in small-group discussions on pre-consumer scrap treatment, waste vs co-product classification, and Figure 4 applicability. Open issues to be revisited include market-mediated effects definition, system boundary terminology, and recycled content methodology. The European Commission cannot support adoption at this stage.

The agenda includes transposition of UN-GTR 2 into UN R40, with discussions on Euro 4 level amendments, maximum power determination for two-wheelers, battery electric vehicle range standardization using SAE J2982 procedures, and deterioration factors in GTR 23.

The PMP webex meeting scheduled for 7 May 2026, 12:00-14:30 CET will review meeting minutes from 13.03.2026, provide an overview of amendments to Brakes GTR 24 and UN R179 covering layout and testing topics, vehicle limited speed, brake replacement parts, and electromechanical brakes, discuss GTR HD brakes, and address any other business.

PMP TF 3a is consolidating and updating UN R179 and GTR 24 through weekly web-meetings organized by JRC with 30+ participants. Over 50 topics have been identified and categorized by priority. Key issues include aligning Type Approval and Conformity of Production testing procedures, harmonizing cooling air adjustment requirements, clarifying vehicle c-factor calculations, adding definitions for light-duty vehicles exceeding 3.5 tonnes, and addressing test wheel load per GRPE-94-15e. The task force is preparing track changes versions and supporting documentation for major changes.

Task Force 4 addresses brake system development towards dry brakes, specifically electromechanical brakes. Current methods to determine friction brake torque available for hydraulic systems are not all applicable for dry systems. Task Force 4 targets defining a pressure-based equivalent method for electromechanical brake systems and reviewing document validity for electromechanical braking systems. Work Package B completed text document review with proposed changes due end of May 2026. Work Package A discusses two alternative approaches for c-factor calculation: clamping force based and recuperated energy based, with verification tests planned by end of June 2026.

Proposal to amend UN GTR 24 (Laboratory Measurement of Brake Emissions for Light-Duty Vehicles) by clarifying requirements for electromechanical brakes and dry brakes, modifying test procedures, updating definitions and technical specifications, revising cooling airflow adjustment methodologies, refining PM and PN measurement protocols, and adjusting calibration intervals and quality control procedures.

The agenda includes discussion of status of the work plan 2026 including the ITTAC proposal on tyre abrasion Convoy Method -Dual-Normalisation Framework (TA-45-08/Rev.1) and UTAC Tyre abrasion timeline Gantt (TA-46-03/Rev.1), development of the C1 tyre mileage potential metric and tread depth measurement prescription, and test method development status under C2 and C3.

ETRTO proposed three ways to estimate service life (TA-36-04): tread depth measurements, initial tread depth and abrasion index, and tread mass. JRC presented a service life index (TA-32-04) based on tread depth measurements and conducted a preliminary assessment of the second concept. Service life is estimated by linear extrapolation to 1.6 mm from tread measurements at test start and end. The Service life index is calculated as the ratio of candidate to reference tyre service life. Next steps include confirming the equation for service life via tyre characteristics and clarifying which tyre characteristics are needed.

PMP Task Force 3b held kick-off on 07.05.2026 to address vehicles with legal limited speed, vehicles unable to follow cycle trace, and vehicles with capped speed by OEM decision. Proposals include adaptation of UN R179 cycle and procedure for vehicles with legal limited speed at 90 kph, with same duration for acceleration, cruise, and deceleration events, same acceleration and deceleration rates, and speed capped when needed. Introduction of such vehicles into brake corner emission families and vehicle types requires methodology to calculate adapted cycle and procedure, including c-factor measurement as alternative to fixed c-factor, and adaptation of Annex 5 procedure.

At the 94th session of GRPE, CLEPA proposed a draft UN Regulation for approval of replacement brake parts. A dual pathway approach was proposed with two options depending on data availability: fully available data or minimal set of data with worst-case assumptions. PMP Task Force 3c was established to prepare a UN Regulation for approving replacement brake parts regarding particle emissions. The TF3c will define minimum information required under the simplified approach, assess variability within a family, and identify worst-case assumptions. CLEPA presented two approval concepts and requested support for Option A only. The next meeting is scheduled for 18 May 2026.

The 56th PMP session convened online on 7 May 2026 with approximately 70 participants. Meeting minutes from 13 March 2026 were accepted. PMP agreed on a joint neutral template for all task forces. TF3a discussed cooling air adjustment, temperature criteria, and vehicle emission factors, with proposals requested by end of May 2026. TF3b will discuss family building and speed-limited vehicles. TF3c presented brake replacement parts activities. TF4 prepared work package B on electromechanical brakes and requested feedback by end of May 2026. TF5 reported progress on GTR on HD brake particle emissions with test campaigns planned. The next meeting is expected end of June or beginning of July 2026.

The agenda includes review of electricity/energy modeling, OVC-HEV/FCV, and battery/power train replacement.

Proposal to establish a new Mutual Resolution No. 5 (M.R.5) concerning Automotive Life Cycle Assessment (A-LCA) to provide an internationally harmonised methodology for determining carbon footprint of light-duty vehicles across all life cycle stages—material production, parts production and vehicle assembly, use, and end-of-life—using a level concept that distinguishes four levels of detail based on data availability and study purpose, applicable to different powertrain types and energy pathways, with provisions for energy modelling, recycling methodology, discrepancy and deterioration factors, maintenance assessment, and third-party verification requirements for Levels 3 and 4.

The A-LCA IWG will confirm open items and agree how to deal with nonagreed items by 12 May. A draft working document will be distributed by 12 June for review and refinement during the week of 6 July. The working document will be finalized by 17 June and distributed for final confirmation by 17 October, with presentation at the 95th GRPE session on 22 October.

TA-48-02 updates TA-47-02. C2 tyre abrasion rate index vehicle method uses a convoy of up to 4 vehicles with single tyres, GVW up to 3.5T, FWD, loaded 60%–74% of tyre nominal load with 50/50 front/rear distribution. Test distance is 10000 km at 80% nominal pressure. Reference tyres use 2 sets of test runs with C2 candidate SRTT and existing C1 SRTTs. 2025 testing in 235/65R16C and 205/65R16C sizes showed C2 tyres sensitivity to temperature similar to C1 tyres. 2026 plan repeats and extends 2025 testing to confirm reference tyres strategy, assess temperature sensitivity and pressure impact, and define validation plan.
