Of particular importance to WP.29, the WP.1 report includes an Annex 1 “Global Forum for Road Traffic Safety (WP.1) resolution on the deployment of highly and fully automated vehicles in road traffic”.

This document, submitted by the secretariat and originally prepared by Italy, France, and Laser Europe, provides the text of agreed amendments to Article 25bis, Article 32, Annex 1 and Annex 5 of the 1968 Convention on Road Traffic. The amendments notably address “Rules of the use of lamps”.

Proposal to update the scope of the PTI informal group activities to cover new subjects, including diesel emissions system tampering and automated vehicle in-use performance.

Draft proposal for submission to the March 2018 WP.29 session requesting authorization to pursue:

1. Revision of UN Regulations as warranted with regard to facilitation of vehicle technical inspections,
2. Development of inspection countermeasures against tampering (target: June 2019),
3. Guidance on the establishment of in-use performance requirements for equipment and systems (target: November 2019),
4. Consistency between the 1968 Vienna Convention (traffic rules) and the 1997 Vienna Agreement (vehicle inspections),
5. Prescriptions for inspection of highly automated and autonomous vehicles (draft proposal June 2019),
6. Guidance for education and certification of PTI inspectors, PTI quality assurance, and testing centres, and
7. Uniform provisions for the inspection of wheeled agricultural and forestry tractors with regard their roadworthiness.

Paper considering situations when a driver might operate a vehicle from outside the vehicle (remote-controlled maneuvering, remote activation of automated maneuver).
