Discussion from 77th GRSP session (5-9
May 2025)
13. Taking into account the previous discussion and adoption in principle of informal documents GRSP-77-03, GRSP-77-04 and GRSP-77-05 under agenda item 24 (b) (see paragraph 48), GRSP adopted these three informal documents together with informal document GRSP-77-33-Rev.1 (as reproduced in annex III to the session report) and requested the secretariat to submit them as proposals for supplement 6 to the 08 series of amendments, supplement 2 to the 09 series of amendments and supplement 2 to the 10 series of amendments to UN Regulation No. 16 to the November 2025 sessions of WP.29 and AC.1.
48. The International Whole Vehicle Type Approval (IWVTA) Chair informed GRSP that following the adoption by AC.1 of an amendment to Schedule 5 of the 1958 Agreement during its March 2025 session, IWG IWVTA had prepared amendments to delete the Unique Identifier (UI) descriptions from UN Regulations Nos. 16 (informal documents GRSP-77-03, GRSP-77-04 and GRSP-77-05), 22 (informal documents GRSP-77-06 and GRSP-77-07), 44 (informal document GRSP-77-08) and 129 (informal documents GRSP-77-09, GRSP-77-10, GRSP-77-11 and GRSP-77-12). He suggested that it would be desirable to implement these amendments in conjunction with other revisions at an appropriate time. The expert from the Kingdom of the Netherlands supported the amendments and reiterated the suggestion to wait until other amendments were needed for each of the affected regulations in order to group them with these amendments and avoid a proliferation of supplements. GRSP adopted all ten informal documents in principle and agreed to wait to convert them into working documents until other amendments to the concerned UN Regulations were needed.

Discussion from 197th WP.29 session (10-14
Nov 2025)
70. WP.29 considered draft amendment under agenda item 4.7.2. (ECE/TRANS/WP.29/2025/104) and recommended their submission to AC.1 for voting, subject to the following amendment: | Paragraph 11.11., amend to read: | | “11.11. | The requirement for the height … until 1 September 2044. These exemptions shall remain applicable in the case of extensions of approvals first granted before 1 September 2044.” | | Paragraph 11.12., amend to read: | | “11.12. | Notwithstanding … preceding series of amendments to this Regulation. If such a Contracting Party chooses not to accept approvals which were granted in accordance with paragraph 11.11. of the 02 series of amendments to this Regulation, it shall notify the Secretariat accordingly.” |
Paragraph 13.3., amend to read: | | “13.3. | Vehicles where… | | 13.3.1. | For vehicles of category N2G, N3G and their vehicle bodywork1, where any LPD is incompatible with their off-road use, the Type Approval Authority may decide that the lower edge of LPD shall at no point be more than 550 mm above the ground. | | Paragraph 16.2., amend to read: | | ”16.2. | Vehicles … Authority. | | 16.2.1. | For vehicles of category N2G, N3G and their vehicle bodywork1, where any LPD is incompatible with their off-road use, the Type Approval Authority may decide that the lower edge of LPD shall at no point be more than 550mm above the ground. | | —————————1. Bodywork, chassis parts or other components, such that, by virtue of their shape and characteristics, these elements can be regarded as totally or partially fulfilling the function of the LPD." |
71. The representative of Switzerland pointed out that the proposed amendment under item 4.7.2 regarding the lowering of LPD could affect intermodal transport as certain vehicle configurations would no longer be compatible with train wagons. In Switzerland alone, over one thousand train wagons would be affected. Hence, Switzerland thought that further technical assessments were necessary to fully understand the impacts on intermodal transport. For the above reasons, the representative of Switzerland informed WP.29 about her intention to abstain from vote in AC.1 on this proposal. The representative of OICA shared the concern expressed by the representative of Switzerland.
