Proposal from Japan to extend the Regulation No. 48 type approval that will be a part of the IWVTA system to more countries and vehicles, following document WP.29-156-21-Rev.1. Japan examined R48 according to the IWVTA guidelines (WP.29-156-21-Rev.1, page 2: "(ii) whether amendments of the said UN Regulation is necessary or not (Some requirements should be converted into “If fitted” category.)" and found some devices that could be converted from “mandatory” to “optional”, including daytime running lamps, rear fog lamps and headlamp cleaners.

UN R4 specifies requirements regarding registration plates that are used primarily in Europe. Japan proposes to include additional provisions in order to extend the applicability of the regulation to registration plates of different sizes used in non-European countries. Japan also proposes creating Class A and Class B lamp categories towards this end.

Japan submitted a proposal (GRE-69-24) to extend the Regulation No. 48 type approval that will be a part of the IWVTA system to more countries and vehicles. This document supplements that proposal.
