2.2. Programme of work and documentation

11. Based on WP.29-197-01, WP.29 took note of a revised list of the Working Parties, Informal Working Groups (IWGs) and Chairs (annex II).

12. WP.29 noted a revised calendar of sessions for 2026 (WP.29-197-02 and annex III) and approved a swap between the GRSP and GRVA time slots in May-June 2026. WP.29 noted that GRVA intends to hold an informal meeting in Canada and would need a short one-hour official session before WP.29 in June to officially adopt its decisions. Several representatives requested the secretariat to check with the UNOG Conference Services a possibility of rescheduling GRVA and GRE sessions planned for October 2026.

13. WP.29 concurred with the AC.2 support to the proposal to hold a WP.29 session at the ECLAC premises in Santiago de Chile (Chile) in November 2026, while being mindful of the current budgetary situation. WP.29 also noted WP.1 plans to organize their meeting at the same venue back-to-back with this WP.29 session. WP.29 decided to seek, jointly with WP.1, approval of these events at the ITC session in February 2026. WP.29 established a Planning Committee for organizing the event in Santiago de Chile. The representatives of Canada, Germany, Japan, United States of America, OICA and SAE International volunteered to take part in the Committee. WP.29 agreed that a part of the Santiago meeting should be an official session of WP.29/AC.1/AC.2/AC.3 for taking decisions. The secretariat was requested to prepare proposals for a shorter official agenda, in order to allow for an ample time for the promotion of the WP.29 activities towards the Latin American countries including for side events.

14. WP.29 took note of a first draft programme work for 2026 (WP.29-197-03) and invited delegates to provide comments to the secretariat by the end of January 2026, with a view to preparing an official document for the next session in March 2026. The representative of the European Commission invited the chairs of the working groups to prioritise the work in a way that would support the submission of proposals to WP.29 on Euro 7 and ADS in the first half of 2026, whereas other activities could be backloaded and submitted to the November 2026 session of WP29.

15. WP.29 came back to the issue of streamlining the regulatory activities of WP.29, in view of the actual overload, which was flagged by OICA at the previous session (WP.29-196-07, WP.29-196-26). WP.29 acknowledged the problem and noted that it could be tackled through more efficient processes and better prioritization of activities at the WP.29 and GR levels. As the ADS amendments package would be top priority in 2026, WP.29 requested the GR chairs to insert this item in their respective agendas and agreed to postpone the WP.29 discussions until the adoption of the ADS package in June 2026.
