The representatives of 15 of the 26 contracting parties to the agreement attended: Australia, Azerbaijan, Canada, China, European Union (representing Cyprus, Finland, France, Germany, Hungary, Italy, Lithuania, Luxembourg, Netherlands, Romania, Slovakia, Slovenia, Spain, and Sweden), India, Japan, Kazakhstan, Nigeria, Norway, Republic of Korea, Russian Federation, Türkiye, United Kingdom of Great Britain and Northern Ireland and United States of America.
