Session agenda for the 100th meeting of the Electric Vehicles and the Environment Informal Working Group on 13 October 2026. The agenda covers status reports and presentations on UN GTR 22, UN GTR 21, and UN GTR 25, with discussion of Euro 7 review clause, readiness monitoring, and regulatory topics including MPRs, energy throughput, and Part C virtual distance verification.

Draft proposal to:

• Introduce requirements for State-of-Certified Energy and State-of-Certified Range monitors that operate for the full lifetime of vehicles,
• Set minimum performance requirements for battery durability expressed as SOCE values of 80 percent at 5 years or 100,000 km and 70 percent at 8 years or 160,000 km for categories 1-1 and 1-2, and 75 percent and 65 percent respectively for category 2 vehicles,
• Establish a two-part in-use verification process with Part A verifying monitor accuracy through statistical method on minimum 3 vehicles and Part B verifying battery durability through remote collection of on-board values from sample of at least 500 vehicles with pass decision requiring 90 percent or more of values above MPR,
• Introduce Part C verification of reported virtual distance for V2X applications with pass/fail decision based on statistical procedure with maximum 4 vehicles.

Working draft proposal to:

• Establish harmonized methods to determine in-vehicle battery durability performance of heavy-duty pure electric vehicles and heavy-duty off-vehicle charging hybrid electric vehicles,
• Introduce State-of-Certified-Energy monitors that estimate battery health throughout vehicle lifetime,
• Define minimum performance requirements for battery durability in an optional annex,
• Establish test procedures for usable battery energy determination via test track driving, on-road driving, bidirectional power supply systems, or chassis dynamometer testing,
• Implement a two-part in-use verification process verifying monitor accuracy and battery durability compliance through statistical sampling,
• Collect field data to inform future revisions of performance requirements.

Proposal to amend UN GTR No. 21 on determination of system power of hybrid electric vehicles and pure electric vehicles with more than one electric machine for propulsion. The amendment establishes reference points representing where mechanical power is first produced from energy storage systems, distinguishes between Test Procedure 1 (measuring electrical power and engine power) and Test Procedure 2 (measuring torque and speed at axles or wheel hubs), requires manufacturers to provide verifiable K factors representing conversion efficiencies, mandates five test repetitions with averaging of the last four, specifies measurement accuracies and frequencies, removes dynamometer roller measurement option for TP2 in favor of torque and speed sensors or hub dynamometer, adds system bench testing as alternative with manufacturer approval, and includes applicability guidelines determining which procedure applies to specific powertrain architectures.
