UN R152: Proposal for a Supplement to the 02 series of amendments

Proposal to introduce provisions for implementing the option (contained in footnote) for approval of certain “medium-duty” vehicles either under UN R152 (M1/N1) or UN R131 (M2/N2 /M3). The proposal aims to clarify terms and establish procedures for demonstrating equivalent performance.

51. The representative of France presented an amendment proposal to UN Regulation No. 152 aimed at clarifying the application of the footnote in the scope of the regulation, treating UN Regulations Nos. 131 and 152 on equal footing for heavy vehicles and so that Contracting Parties to UN Regulation No. 131 should recognize approvals pursuant to UN Regulation No. 152. The representative of AAPC recalled similar discussion in the context of UN Regulation No. 160 (EDR). He invited GRVA to consider precedents in other regulations. The representative of OICA supported the proposal in general and offered to provide some modifications. On the same topic, the representative of the United Kingdom of Great Britain and Northern Ireland proposed an alternative approach, noting the different focus for the type of scenarios to be address under the two regulations. He commented that the choice to apply the proposal from his Country or from France would depend on government views on which type of scenarios were most relevant for the vehicle category at stake. He confirmed that his approach was aligned with the approach selected for UN Regulations Nos. 160 and 169. The representative of OICA explained that GRVA-23-36/Rev.1 would require re-approving existing vehicles.
52. GRVA requested the secretariat to distribute GRVA-23-36/Rev.1 with an official symbol at the January 2026 GRVA session and to keep GRVA-23-08 on the agenda that session.
