| Supplement 3
(2014)
This supplement concerns child restraint systems comprised of a base fixture to which a portable shell can be attached. The base fixture is attached to the vehicle by the ISOFIX anchorages in the seating position and the shell attached to the base. However, since the shells may also be designed for use without the base fixture in a configuration where the shell is secured by the adult safety belt of the seating position, this supplement would enable type approvals under UN R129 for this configuration.

Discussion from 162nd WP.29 session
|
30. The expert from France, Chair of the IWG on Enhanced Child Restraint Systems (ECRS), introduced the status report of the progress of his group (GRSP-54-35). He also introduced the draft 01 series of amendments to UN Regulation No. 129 (ECE/TRANS/WP.29/GRSP/2013/23) and GRSP-54-24 amending it. He explained that the proposal would cover Phase 2 of the UN Regulation, introducing provisions for non-integral CRS (“Universal Booster” or “Specific to vehicle Booster”). The expert from Germany expressed reservation to the proposal to discuss within the IWG the use of the Q10 dummy (proposed by the IWG for monitoring purpose only) for ensuring a safer level for children of different ages and heights. Moreover, he proposed modifying transitional provisions to allow CRS type approvals according to both UN Regulations Nos. 44 and 129. GRSP agreed to refer GRSP-54-36 to the IWG, incorporating all the changes to ECE/TRANS/WP.29/GRSP/2013/23 agreed during the session and awaiting a revised official proposal at its May 2014 session. GRSP also considered ECE/TRANS/WP.29/GRSP/2013/21 concerning the configuration of CRS combining a base attached with ISOFIX anchorages to the vehicle and a shell installed on it. GRSP adopted ECE/TRANS/WP.29/GRSP/2013/21 amended (as reproduced in ECE/TRANS/WP.29/2014/33) and requested the secretariat to submit it to WP.29 and AC.1, for consideration and vote at their March 2014 sessions as draft Supplement 3 to the UN Regulation. GRSP also recommended experts to provide, by the May 2014 session, a draft brochure text as part of coordinated information campaign on UN Regulation No. 129.
58. The World Forum considered the draft amendment under agenda item 4.14.1 and recommended its submission to AC.1 for voting.

Discussion from 170th WP.29 session
|
76. The representative of Consumers International (CI) welcomed the adoption of the 02 series of amendments of UN Regulation No. 129, which can be seen as a next milestone in the development of this Regulation. He highlighted that by extending the i-Size concept to children up to 135cm, several consumer issues will be addressed and that also bigger children now will benefit from higher levels of protection. He hoped that the corresponding amendment of UN Regulation No. 16 will be implemented in the short term, allowing it to be operational simultaneously with phase 2 of Regulation No. 129. Finally, he offered the support of CI in the further development of the regulation.

01 series of amendments
(2017)
Proposal to define provisions for “Integral” and “Non-Integral” Enhanced Child Restraint Systems (ECRS). “Integral” refers to systems where the child is restrained only by components which comprise the ECRS (e.g. strap harness, impact shield, etc.), and not by means connected directly to the vehicle (e.g. adult seat belt). “Non-Integral”, then, refers to systems where the child is retained by use of the adult seat belt connected directly to the vehicle. This proposal represents “Phase 1” in the development of UN R129.

(2018)
Proposal to amend UN R129 in line with the proposal to amend UN R14 (document GRSP/2017/8) in order to separate child restraint provisions (including ISOFIX anchorage provisions) into a new UN Regulation. The ISOFIX amendment to UN R14 has been introduced to facilitate the establishment of the International Whole Vehicle Type Approval (IWVTA) regulation by limiting the scope of UN R14 to adult safety belts.
The proposal also incorporates amendments developed by the CRS informal group to enable the type approval of integral and non-integral Enhanced Child Restraint Systems equipped with an impact shield.
Lastly, the proposal introduces a provision to prohibit use of the Unique Identifier allowed under Revision 3 of the 1958 Agreement as an alternative to the current approval mark. In the case of child restraint systems, the approval mark contains important information for users.

Discussion from 175th WP.29 session
|
79. The World Forum considered the draft amendments under agenda items 4.6.1 to 4.6.8, and recommended their submission to AC.1 for voting.
80. The Chair of GRSP presented proposals on ECE/TRANS/WP.29/2018/44 and ECE/TRANS/WP.29/2018/45 under agenda items 4.6.9 and 4.6.10, to amend UN Regulations No. 14 and No. 129, in the spirit of providing the highest level of safety for children.
81. The proposal on amendments to UN Regulation No. 129 was commended by CI as the last phase for a full replacement of UN Regulation No. 44, which had not been designed to fully avoid the wrong use of child restraint systems. He recalled that the shortcomings of UN Regulation No. 44, had been raised by consumer groups ten years ago which had led to the decision to stop further developing UN Regulation No. 44 and to start a new UN Regulation. He declared that his organization and ANEC were satisfied by UN Regulations No. 129 that entails not only better protection of children, but makes Child Restraint Systems (CRS) easier to use. He expressed his thank to all the stakeholders involved, and in particular Mr. P. Castaing, Chair of the IWG, for their contributions to this result. He recommended the phasing out of UN Regulation No. 44 as early as possible to avoid confusion among consumers and allow only UN Regulation No. 129 that offers the highest level of protection. He clarified that since 1 September 2017, integral ISOFIX CRS were no longer approved under UN Regulation No. 44, and this would be the case also for non-integral Group 2 and Group 2/3 seats from 1 September 2019. Finally, he announced that for belted integral systems his organization would submit a proposal at the GRSP 2018 December session to stop type approvals according to UN Regulation No. 44.
