OICA comments on document GRE/2016/10 (OICA)
OICA comments on document GRE/2016/10
Document GRE/2016/10 proposed to refine the transitional provisions of UN R48 pursuant to possibilities for the application of the regulation within the International Whole Vehicle Type Approval system. Since IWVTA allows for approvals to earlier versions of current regulations, the possibility exists where optional installation of advanced equipment could entail mandatory compliance with the latest version of UN R48. However, UN R48 imposes broad requirements such that efforts to add certain safety equipment are hindered by concerns over compliance with a broad range of requirements under the latest version of UN R48 that raises the consumer price to prohibitive levels. Therefore, OICA supports the solution proposed by GTB (document GRE/2016/10).
GRE/2016/7
Proposal for supplements to the 04, 05, and 06 series of amendments to UN Regulation No. 48
Proposal for supplements to the 04, 05, and 06 series of amendments to UN Regulation No. 48
Proposal from the Task Force on Tell-Tales for Supplement 17 to the 04 series of amendments, for Supplement 10 to the 05 series of amendments and Supplement 8 to the 06 series of amendments to Regulation No. 48.
GRE/2016/8
Proposal for collective amendments to Regulation No. 48 (Installation of lighting and light-signalling devices) and Regulation No. 87 (Germany)
Proposal for collective amendments to Regulation No. 48 (Installation of lighting and light-signalling devices) and Regulation No. 87
Proposal to clarify the requirements with regard to daytime running lamps and direction indicators in order to prevent DRL from masking or otherwise interfering with the visibility of the direction indicator lamps. Germany believes that the current text produces different interpretations with different results that risk degrading vehicle safety.
GRE/2016/9
Proposal of supplements to the 04, 05, and 06 series of amendments to UN Regulation No. 48 (GTB)
Proposal of supplements to the 04, 05, and 06 series of amendments to UN Regulation No. 48
Proposal for Supplement 17 to the 04 series of amendments, Supplement 10 to the 05 series of amendments and Supplement 8 to the 06 series of amendments to Regulation No. 48. The proposal seeks to clarify paragraph 6.21.1.2.4. with regard to the application of conspicuity markings on bodywork made of flexible material.
GRE/2016/10
Proposal for amendments to the 03, 04, 05 and 06 series of amendments to Regulation No. 48. (GTB)
Proposal for amendments to the 03, 04, 05 and 06 series of amendments to Regulation No. 48.
Proposal to further refine the transitional provisions of UN R48. In 2014, the transitional provisions of UN R48 were changed in order to avoid having more than one series of amendments in force at the same time (via Supplement 3 to the 06 series of amendments). This change allows earlier series of amendments to be “frozen” and used under the International Whole Vehicle Type Approval system (IWVTA) as “versions” of UN R48. However, the possibility for the partial application of a series of amendments resulting from the installation of new equipment on a vehicle approved to an earlier series has been raised within the IWVTA. This proposal refines the transitional provisions in order to enable partial application of a series through an extension of the existing approval rather by requiring a new approval. At the same time, the proposal aims to ensure that the safety objectives of UN R48 are met.
GRE/2016/13
Proposal for collective amendments to Regulations No. 7, 23, 38, 77, 91, and 119 (GTB)
Proposal for collective amendments to Regulations No. 7, 23, 38, 77, 91, and 119
Proposal to refine the requirements for lamps equipped with several light sources, including in systems fitted with an operating tell-tale that indicates the failure of any one of these light sources. In the case of failure of any one light source in a single lamp containing more than one light source, either the light intensity must comply with the minimum intensity required in the table of standard light distribution in space or, for lamps used in systems where a tell-tale indicates the failure of any one of the light sources, the light intensity in the axis of reference must be at least 50 per cent of the minimum intensity required.
