Proposal for Supplements to the 04, 05 and 06 series of amendments to Regulations No. 48

Proposal to delete the requirement for automatic leveling devices for all headlamps with light emitting diode (LED) light sources based upon the results of the GTB glare study. The proposal argues that the restriction discriminates against LED light sources based upon an erroneous understanding of light-source relevance to driver glare.
