Transposition of the WLTP GTR into a UN Regulation
Reference Number: WP.29-167-20
Discussion paper concerning the transposition of GTR 15 into a UN Regulation. The paper raises two possible routes: 1) a UN Regulation identical to EU legislation but that would not be not applied (in its entirety as a distinct rule) outside the EU; 2) a “hierarchical” UN Regulation that combines all elements of all emissions thresholds at their most stringent level with lower levels of approval corresponding to regional/national requirements. The EC proposes option 2 as this would allow for a global rule where Contracting Parties could certify systems to standards outside their markets (e.g., Japan could issue approvals to EU standards and vice versa) under the UN Regulation.

Particle Emission Measurements from L-Category Vehicles
Reference Number: EPPR-12-20
In 2011 a particle number (PN) limit was introduced in the European Union’s vehicle exhaust legislation for diesel passenger cars. The PN method requires measurement of solid particles (i.e. those that do not evaporate at 350 °C) with diameters above 23 nm. In 2013 the same approach was introduced for heavy duty engines and in 2014 for gasoline direct injection vehicles. This decision was based on a long evaluation that concluded that there is no significant sub-23 nm fraction for these technologies. This SAE paper (2015-24-2512) examines the suitability of this PN method for L-category vehicles (two- or three-wheel vehicles and quadri-cycles).

US comments on the proposed requirements for EVS GTR on “protection against water”
Reference Number: EVSTF-06-06
At the 8th EVSGTRIWG meeting in Changchun, members of EVS Task Force 1 continued to discuss proposed requirements and test procedures (EVS-08-17) to address the safety performance of EVs during in-use in events of flooding and vehicle washing. As an action item, members were requested to provide comments on the overall proposal, specifically, water depth (10cm) and vehicle speed (20 km/h) for the drive test. The US believes that a 10 cm water depth test presents a reasonable and likely scenario for testing electric vehicle performance.
Proposal for amendments to the 06 and 07 series of amendments to Regulation No. 83
Reference Number: GRPE-72-03
UN Regulations Nos. 49 and 83 include provisions for a “driver inducement system” that alerts drivers of low reagent levels (urea, etc.) critical to correct emissions control performance and eventually prevents vehicle operation if the reagent tank is empty. Under UN R49 (para. 5.2), rescue, police, and other emergency/special use vehicles are exempted from this requirement. This proposal would extend the same treatment under UN R83.
